Mr. Paul Supple <br /> ARCO Station #2130 <br /> 7906 K EI Dorado St. , Stockton <br /> Page 2 of 2 - - <br /> You are hereby directed to protect all wells associated with this site by <br /> repairing concrete pedestals, either replacing broken traffic boxes or <br /> providing mechanical securing devises to existing traffic box lids (replace= <br /> install new screws , bolts , etc) , and providing locking , watertight well caps <br /> to every wellhead such that liquids entering the traffic box cannot leak into <br /> the casing . The caps are to be tight enough so that just pulling on them <br /> does not remove them . <br /> The well casings with visible staining from surface infiltration are to be cleaned <br /> out immediately. Ensure that any liquids or detergents used to swab/clean the <br /> inside of the casings are NOT allowed to impact the aquifer. Adequate ' packing ' <br /> shall be installed first to ensure any cleaning liquid that migrates down the casing <br /> during the process is blocked from entering the screened section . The removal <br /> of this cleaning solution is required and should be collected and characterized <br /> before disposal . If ARCO believes that significant surface contaminants have <br /> entered the well and are degrading the ground water quality, EHD will permit up <br /> to 200 gallons of ground water to be purged from each impacted well . <br /> Additionally, those wells lacking grout inside the traffic box or within an added <br /> conductor casing , or having only exposed pea gravel or dirt , are to be re=grouted <br /> so that the grout is within the enclosure . Please ensure that any liquid that may <br /> enter the traffic box in the future is contained within the box or conduit area and <br /> is not permitted to migrate down the casing or out of the enclosure . <br /> A short work plan should be submitted to and approved by SJCEHD before any <br /> internal cleaning of the casing stains occurs . <br /> SJCEHD will be conducting a re-inspection in approximately 30 days to ensure <br /> compliance . Your technicians may be present if you wish . Please have them <br /> contact Michael Infurna at (209 ) 468-3454 to update him on the progress of the <br /> repairs and to schedule the appointment. If no call is received , Mr. Infurna will <br /> conduct the inspection without them .
