Mr. George Montross July 235 2003 <br /> City of Stockton, Public Works Department <br /> Encroachment Permit No, 66608 Extension Request <br /> Page 2 <br /> It would appear that the patch in the asphalt may be the location that Teichert left un- <br /> surfaced for this monitoring well vault installation, since it is within a foot of the location <br /> marked by the surveyor retained by ARCO . Both the patch and the survey location are <br /> shown on the attached photograph. <br /> Without first exposing this monitoring well, the method of abandonment cannot be <br /> specified. Therefore, Stratus proposes that the encroachment permit be modified to allow <br /> Stratus time to schedule a licensed drilling contractor to remove the area of the patch, as <br /> shown in the attached photograph, to determine if this monitoring well is within the <br /> confines of the patch. If the well can be accessed in the patch area, the well would be <br /> abandoned by the appropriate method of either pressure grouting or over-drilling the well. <br /> If the well is not in the confines of the patch, then Stratus proposes to enlarge the patch to <br /> include the area as marked by the surveyor. The enlarged area will not exceed 36 inches in <br /> diameter. Once the well is abandoned, the area will be cold patched, as the abandonment <br /> activities could exhaust all the hours allowed on the encroachment permit.. Stratus would <br /> then schedule a saw cut/coring contractor to clean cut the effected asphalt, and an asphalt <br /> contractor to complete the patching of the effected area. Stratus does request that the 50- <br /> foot grinding of .02 inches be waved, based on the already existing rough patch at the well <br /> location. <br /> Stratus proposes to complete these tasks by first setting up for the closure of the No. 1 and <br /> No.2 lanes of eastbound Hammer Lane, as shown on the original traffic plan drawn by <br /> Direct Traffic Control, in order to complete the well abandonment and temporary patch. <br /> The second closure would take place within 14 days for the purpose of making clean cuts <br /> of the effected area and to allow for a licensed asphalt contractor to patch the effected area. <br /> If you have any questions, or require further information, please contact Doug Foland at <br /> (530) 676-6003 , or Jay Johnson at (530) 676-6000. <br /> Sincerely, <br /> F STRATUS VIRONME AL <br />' Doug Foland Ja .
