Dear Mr. Montross: Per our telephone conversation, Stratus Environmental Inc. (Stratus), on behalf of the Atlantic Richfield Company (ARCO), is requesting that the Stockton Encroachment Permit No. 66608 be extended and modified to allow for the abandonment of monitoring well No . 10, which is located in the number 2 lane for eastbound traffic on Hammer Lane, just east of the intersection of El Dorado Street. (as shown on the attached copy of the encroachment permit application) . The original permit was issued April 7, 2003 , with an expiration date of June 1 , 2003 . ARCO requests that this permit be extended to December of 2003 , which will allow for the scheduling of contractors, such that all work can be completed between the hours of 10 :00 p.m. and 5 : 00 a.m., as required in the encroachment permit. ARCO ' s intention is to abandon this well, per San Joaquin County Environmental Health Department (SJCEHD) requirements; however, until monitoring well No. 10 is located, and its condition is verified, the method of abandonment cannot be determined. SJCEHD will allow for pressure grouting in place only if the integrity of the well can be verified visually. Since monitoring well No. 10 is presently under asphalt, this inspection can only take place after the well has been exposed. Attached is a photograph which shows the location of monitoring well No. 10 based on the measurements of a surveyor. Also shown is the location of a patch in the asphalt that is suspected to be the location of well No. 10 based on Teichert' s measurements at the time of the construction project. At the time of the construction, a Stratus representative was at the construction site to install a steel monument over monitoring well No. 10, in order to allow Teichert to carry out the grading for this widening project without further damaging this monitoring well. The Tiechert grading foreman had his grade checker plot the location of the well and measure the depth to the top of the well to insure that the monument installed was deep enough to protect the well during the grading operation, and to allow Teichert to install a vault over the well after construction was completed.
