Box 2009 <br /> Stockton, CA 95201 <br /> SUBJECT: Proposed Tank Abandonment at 230 W. Elm St. <br /> The City has a tank abandonment permit application pending approval by your <br /> office. Apparently there has been some misunderstanding regarding the <br /> disposition of the underground product pipes. It was our understanding that <br /> these were to be abandoned in place along with the tank. This is shown on <br /> the approved plans for the new installation which was to be completed before <br /> the abandonment. This understanding dates back to when our Building and <br /> Equipment Superintendent, Mr. Wiech, was handling the project last year <br /> before he retired. <br /> Based on the following information, we request that the City be permitted to <br /> • abandon the pipes in place: <br /> I. Both lines have been tested by Town & Country Contractors and no <br /> leakage was found. Their report is attached. <br /> 2. No evidence of contamination was observed at the dispenser - see <br /> attached letter from Town & Country dated September 2, 1988. <br /> 3. The lines are abnormally deep as shown on the attached plan. <br /> Removal would be very difficult and may result in breakage of other <br /> utilities. The lines cross under water, sewer and high pressure gas <br /> lines as well as under one of the new tanks and other new pipelines. <br /> 4. Samples from the monitoring wells have not shown any evidence of <br /> contamination. <br /> Please consider our request.
