DWIGHT DAVIS <br /> PEGASUS GROUP COPY <br /> 1840 SAN MIGUEL DR STE 100 ^, <br /> WALNUT CREEK CA 94596 `APR 19 1994 <br /> RE: Village West Marina <br /> 66.49 Embarcadero Dr. <br /> Stockton, Ca. 95219 Site Code: 1098 <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) has reviewed activities to date at the above mentioned site and has the <br /> following comments: <br /> -On 4/8/94, 3 hydropunches were performed in the immediate vicinity of the <br /> open tank pit in order to access the extent of soil contamination and to <br /> perform a groundwater investigation. <br /> -The hydropunch method of groundwater sampling is meant to provide a quick <br /> look at water quality and is not intended to represent quantitative water <br /> quality data. <br /> -Lab results received on 4/13/94 from W.W. Irwin of the 3 hydropunches <br /> performed on 4/8/94, indicate groundwater deterioration by hydrocarbon <br /> contamination. The groundwater investigation shall continue with an <br /> addendum to the workplan for 3 monitoring wells to PHS/EHD by July 18, <br /> 1994. <br /> - The interim Site Assessment Report submitted by W.W. Irwin on September <br /> 3, 1993 discusses backfilling the tank pit with coarse gravel and <br /> innoculating with a preselected bioformulation. PHS/EHD does not approve <br /> of this method of remediation, as it is premature to the investigation. <br /> -It has been our experience that open tank excavations allow for rapid <br /> downward migration of contaminants. In addition, this open tank pit <br /> represents a public health and safety hazard. The open tank pit should be <br /> backfilled by 5/13/94.
