04 <br /> Ms. Lisa Brown <br /> October 26, 1992 <br /> Page 3 <br /> On August 12, 1992, Margaret Lagorio had a phone conversation with <br /> Dwight Davis discussing his letter of August 7. Ms. Lagorio stated <br /> that a review of the UST file revealed the contaminated site letter <br /> resulting from the tank removal had not been sent, and she would <br /> have this letter sent to Mr. Davis. Ms. Lagorio also stated that <br /> if Mr. Davis wanted specific answers to his August 7 letter she <br /> could place site in LOP program and he would be billed by SWRCB. <br /> Mr. Davis indicated he did not want to pay for the review. Mr. <br /> Davis also made reference to the groundwater being 60' below sea <br /> level. Ms. Lagorio explained that she did not understand how W.W. <br /> Irwin decided that, but surface water was certainly at issue. <br /> On September 8, 1992, EHD received a letter from Dwight Davis <br /> acknowledging EHD's letter of August 13 - the UST contaminated site <br /> letter. In his letter Mr. Davis again states their consultants are <br /> verifying groundwater level, and their intention is to remediate <br /> any "minor contamination" . <br /> On September 21, 1992, EHD received a complaint that the <br /> contaminated soil resulting from the tank removal activities had <br /> been removed to an illegal disposal site. <br /> On September 29, 1992, EHD sent a letter to Dwight Davis <br /> acknowledging Mr. Davis' 9-8 letter, and reiterating that if any <br /> corrective action is to be performed a work plan must be submitted <br /> to this office so the site can be placed in LOP. <br /> On October 12, 1992, EHD received another complaint that the <br /> excavated soil had been removed to a site on Eight Mile Road. I <br /> made a site visit this date and spoke to Harbor Master, Len Bohlke. <br /> Mr. Bohlke stated the soil had been removed approximately two <br /> months ago, and the Pegasus Group had handled all of the paperwork. <br /> Mr. Bohlke suggested I contact them to gain more information. <br /> On October 13, 1992, EHD received a letter from Dwight Davis <br /> indicating their consultant, W.W. Irwin, would be forwarding a work <br /> plan to this office. <br /> On October 21, 1992, I spoke with Bill Schmicker of the Pegasus <br /> Group. When I asked him what the disposition of the stockpile was <br /> he stated he thought "some of the soil was taken down to the <br /> levee" , but he wasn't sure and would have to check on it and get <br /> back to me. <br />
