04
Ms. Lisa Brown
October 26, 1992
Page 3
On August 12, 1992, Margaret Lagorio had a phone conversation with
Dwight Davis discussing his letter of August 7. Ms. Lagorio stated
that a review of the UST file revealed the contaminated site letter
resulting from the tank removal had not been sent, and she would
have this letter sent to Mr. Davis. Ms. Lagorio also stated that
if Mr. Davis wanted specific answers to his August 7 letter she
could place site in LOP program and he would be billed by SWRCB.
Mr. Davis indicated he did not want to pay for the review. Mr.
Davis also made reference to the groundwater being 60' below sea
level. Ms. Lagorio explained that she did not understand how W.W.
Irwin decided that, but surface water was certainly at issue.
On September 8, 1992, EHD received a letter from Dwight Davis
acknowledging EHD's letter of August 13 - the UST contaminated site
letter. In his letter Mr. Davis again states their consultants are
verifying groundwater level, and their intention is to remediate
any "minor contamination" .
On September 21, 1992, EHD received a complaint that the
contaminated soil resulting from the tank removal activities had
been removed to an illegal disposal site.
On September 29, 1992, EHD sent a letter to Dwight Davis
acknowledging Mr. Davis' 9-8 letter, and reiterating that if any
corrective action is to be performed a work plan must be submitted
to this office so the site can be placed in LOP.
On October 12, 1992, EHD received another complaint that the
excavated soil had been removed to a site on Eight Mile Road. I
made a site visit this date and spoke to Harbor Master, Len Bohlke.
Mr. Bohlke stated the soil had been removed approximately two
months ago, and the Pegasus Group had handled all of the paperwork.
Mr. Bohlke suggested I contact them to gain more information.
On October 13, 1992, EHD received a letter from Dwight Davis
indicating their consultant, W.W. Irwin, would be forwarding a work
plan to this office.
On October 21, 1992, I spoke with Bill Schmicker of the Pegasus
Group. When I asked him what the disposition of the stockpile was
he stated he thought "some of the soil was taken down to the
levee" , but he wasn't sure and would have to check on it and get
back to me.
