For both the 91 and 87 grade UST tanks, it is <br />documented in CERS that under dispenser containment (UDC) monitoring stops flow of the product at the <br />dispensers. During the inspection it was observed that the turbine shuts down when the sensors in the UDC go into <br />alarm. The "UDC Monitoring Stops Flow of Product at Dispenser" category needs to be corrected. <br />The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). Immediately log <br />into CERS, make the necessary changes, and submit for review by the EHD. <br />This is a minor violation. <br />107 <br />CCR 2632(d)(1)(C) Plot plan/site map not submitted or failed to completely show where monitoring is performed. <br />An accurate UST Monitoring Site Plan was not submitted. A marker indicating a 208 sensor in the vent sump was <br />not seen on the site map. <br />A site plan must be submitted identifying the locations where monitoring will be performed. Immediately log into the <br />California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/ and upload a copy of the UST <br />Monitoring Site Plan. <br />This is a minor violation. <br />204 <br />CCR 2712(1) Current monitoring plan approved by the EHD not found on site. <br />An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be <br />accessible on site at all times. Immediately locate and retain a copy on site. <br />This is a minor violation. <br />301 <br />HSC 25292.1 UST system is not operated to prevent unauthorized release, including spills and overfills. <br />During the inspection, it was observed that part of the oil filters were hanging outside of the 1/2 and 3/4 under <br />dispenser containment (UDC) units. The underground storage tank system shall be operated to prevent <br />unauthorized releases (including spills and overfills). Immediately make the correct repairs to prevent unauthorized <br />relaeases. <br />This is a repeat violation, Class II. <br />314 <br />HSC 25290.1, 25290.2, 25291 Failed to have secondary containment or secondary containment not tight. <br />Observed that the oil filters in the 1/2 and 3/4 under dispenser containment (UDC) units were hanging out of the <br />secondary containment. All secondary containment for the UST system must be tight.
