Mr. Kevin Haslebacher - 2 - 3'May 2000 <br /> • Solids are collected by screens and settling tanks, and are sold as hog food. <br /> • At the land application area, it was noted that the application method described in Waste <br /> Discharge Requirements No. 98-223 has changed from application with sprinklers to application <br /> by flood irrigation. In addition, cropping activities are no longer practiced. Because of time <br /> constraints I returned to the wastewater application area after meeting with Mr. Forcum- At the <br /> edge of the application area, I noted a slight odor. The odor increased as I walked out into the <br /> application area. The odors were strongest where recent wastewater application had occurred. <br /> Solids were observed on the surface in some areas of the application area. Because the odors <br /> were limited to the land application area they were acceptable, objectionable odors beyond the <br /> limit of the land application area are not allowed by the WDRs. <br /> • The land application area is disced when the moisture content of the soil allows. <br /> • Three groundwater monitoring wells were noted at the CNP building complex. Reportedly,the <br /> wells were installed as part of a petroleum underground storage tank removal and site evaluation. <br /> • Stormwater which falls on the CNP building complex is diverted to stormwater infiltration <br /> basins. <br /> The most recent groundwater monitoring event provided groundwater elevation data that shows the <br /> groundwater flow direction is opposite of the previously measured flow direction. This information can <br /> have significant implications regarding the effect of land application of wastewater on groundwater <br /> quality. By 30 June 2000, CNP shall submit a groundwater sampling workplan prepared by a California <br /> registered engineer or geologist which presents groundwater sampling, data acquisition, and quality <br /> control procedures to verify self-monitoring data submitted to the Board. The workplan shall include an <br /> evaluation of the existing groundwater monitoring wells observed at the building complex and their <br /> usefulness in evaluating the local groundwater flow direction. <br /> If you have any questions on this information, please telephone me at(916) 255-3116. <br /> Timothy .
