WASTE DISCHARGE REQUIREMENTS ORDER NO. S- <br /> PAT MITCHELL AND CALIFORNIA NATURAL PRODUCTS <br /> WASTEWATER TREATMENT AND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 3. Neither the treatment nor the discharge shall cause a i)uisance or condition of pollution as defined <br /> by the California Water Code, Section 13050. <br /> 4. The discharge shall not cause the degradation of any water supply. <br /> 5. Discharge of waste classified as hazardous, as defined in Sections 2521(a) of Title 23, CCR, <br /> Section 2510, et seq., (hereafter Chapter 15), or `designated', as defined in Section 13173 of the <br /> California Water Code, is prohibited. <br /> 6. Only process water shall be discharged to the process wastewater treatment system and the land <br /> disposal facility. Domestic wastewater shall never be discharged to the process wastewater <br /> treatment system,the land disposal facility, or the landscaped areas. <br /> 7. Process water shall only be discharged to the designated application areas or to a municipal <br /> wastewater treatment system which has permitted the discharge. <br /> 8. Excessive irrigation with reclaimed water that results in runoff of reclaimed water, or irrigation <br /> of landscaped areas with reclaimed water during periods of precipitation, is prohibited. <br /> 9. As of 12 September 2001, neither the caustic/acid wastewater nor the RO reject water may be <br /> discharged to the land application area or landscaped area. <br /> B. Discharge Specifications: <br /> 1. The 7-day average dry weather discharge shall not exceed 200,000 gpd; the maximum flow rate <br /> for a single day shall not exceed 225,000 gpd. The Discharger may not increase flows,nor will <br /> any future Report of Waste Discharge be considered complete, until a Long Term Wastewater <br /> Disposal Plan (described in Provision G.1.e) and any necessary CEQA documents have been <br /> completed. <br /> 2. Objectionable odors originating at this facility shall not be perceivable beyond the limits of the <br /> wastewater treatment and disposal areas. <br /> 3. The wastewater discharged to the land application area or the landscaped application area shall <br /> not have a pH of less than 6.5 or greater than 8.5. <br /> 4. The Discharger shall operate all systems and equipment to maximize.treatment of wastewater <br /> and optimize the quality of the discharge. <br /> 5. The Discharger's wastewater treatment system and land disposal system shall be designed, <br /> constructed, operated, and maintained to prevent inundation or washout due to floods with a <br /> 100-year return frequency. <br /> 6.
