WASTE DISCHARGE REQUIREMENTS ORDER NO. 11- <br /> PAT MITCHELL AND CALIFORNIA NATURAL PRODUCTS <br /> WASTEWATER TREATMENT AND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> installation of fencing or notification signs, confirmation of minimum one foot freeboard <br /> berm, and reconfiguration of checks to improve application rate. <br /> C. By 14 June 2001, the Discharger shall submit an Operation and Maintenance (O&M) Plan <br /> for the wastewater treatment facility and land application area. The O&M Plan shall <br /> instruct field personnel on how to manage the day-to-day discharge operations to comply <br /> with the terms and conditions of this order and how to make field adjustments, as <br /> necessary, to preclude nuisance conditions (e.g., standing water and objectionable odors <br /> from ponded wastewater). It shall also include a nuisance condition troubleshooting <br /> flowchart and a description of notification requirements if bypass occurs. The Discharger <br /> shall include a Cropping Plan as an appendix to the O&M Plan. The Cropping Plan shall <br /> be prepared by an agronomist, shall identify the crops to be grown,present nitrogen <br /> removal calculations, and crop cutting/harvesting procedures. A copy of the O&M Plan <br /> shall be kept at the facility for reference by operating personnel. Key operating personnel <br /> shall be familiar with its contents.. <br /> d. By 14 June 2001, the Discharger shall submit a report on improvements made to the pH <br /> adjustment system such that the discharged wastewater will comply with Discharge <br /> Specification B.3. <br /> e. By 16 July 2001, the Discharger shall submit a Long-term Wastewater Disposal Plan. <br /> The Plan shall be prepared by a Registered Engineer, shall describe expected flows for the <br /> next ten years, and shall propose method(s) for disposal. No additional wastewater may <br /> be applied on the existing 17-acre land application area unless it can be demonstrated, <br /> through the appropriate CEQA document, that there will be no unmitigated environmental <br /> effects including no adverse impacts to water quality. Any Report of Waste Discharge <br /> submitted for increased flow rates must describe the proposed disposal options for the <br /> next ten years. <br /> f. By 30 July 2001, the Discharger shall submit a Groundwater Well Installation Report <br /> consistent with the requirements described in Attachment C. <br /> g. By 12 September 2001, the Discharger shall submit a report describing how both the <br /> caustic/acid wastewater solution and the RO reject water were separated from the process <br /> wastewater system and disposed of off-site. <br /> 2. The Discharger shall comply with the Monitoring and Reporting Program No. ,which is a <br /> part of this Order, and any revisions thereto as ordered by the Executive Officer. <br /> 3. The Discharger shall comply with the "Standard Provisions and Reporting Requirements for <br /> Waste Discharge Requirements", dated 1 March 1991, which are attached hereto and by <br /> reference a part of this Order. This attachment and its individual paragraphs are commonly <br /> referenced as"Standard Provision(s)." <br /> 4. At least 90 days prior to termination or expiration of any lease, contract, or agreement involving <br /> the disposal or reclamation areas, used to justify the capacity authorized herein and assure <br />
