WASTE DISCHARGE REQUIREMENTS ORDER NO. - 10- <br /> PAT MITCHELL AND CALIFORNIA NATURAL PRODUCTS <br /> WASTEWATER TREATMENT AND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 10. The perimeter of the designated disposal area shall be bermed or graded to prevent ponding <br /> along public roads or other public areas. <br /> 11. The wastewater discharge shall not occur within a 50-foot wide buffer zone along any property <br /> lines adjacent to properties developed with residences. <br /> 12. The resulting effect of the wastewater discharge on the soil pH shall not exceed the buffering <br /> capacity of the soil profile. <br /> 13. The designated disposal area shall be managed to prevent breeding of mosquitoes. More <br /> specifically: <br /> a. All applied wastewater shall infiltrate within 24 hours after application. <br /> b. Low-pressure and unpressurized pipelines accessible to mosquitoes shall not be used to <br /> store wastewater. <br /> E. Solids Disposal: <br /> 1. Collected screenings, sludge, and other solids removed from liquid wastes shall be disposed of in <br /> a manner approved by the Executive Officer, and consistent with Consolidated Regulations for <br /> Treatment, Storage, Processing, or Disposal of Solid Waste, as set forth in Title 27, CCR, <br /> Division 2, Subdivision 1, Section 20005, et seq. <br /> 2. Any proposed change in sludge use or disposal practice from a previously approved practice shall <br /> be reported to the Executive Officer at least 90 days in advance of the change. <br /> F. Groundwater Limitations: <br /> The discharge, in combination with other sources, shall not cause underlying groundwater to <br /> contain waste constituents in concentration statistically greater than background water quality, <br /> except for coliform bacteria. For coliform bacteria, increases shall not cause the most probable <br /> number of total coliform organisms to exceed 2.2 MPN/100 ml over any 7-day period. <br /> G. Provisions: <br /> 1, All of the following reports shall be submitted pursuant to Section 13267 of the California Water <br /> Code. <br /> a. By 30 April 2001, the Discharger shall submit a Groundwater Monitoring Well <br /> Installation Workplan consistent with the requirements described in Attachment C. <br /> Additional groundwater monitoring wells shall be installed at the land application area and <br /> a minimum of one well shall be proposed as a background well at the processing facility. <br /> b. By 14 June 2001, the Discharger shall submit a report on confirmation or completion of <br /> improvements for the land application facility.
