Box 1219
Lathrop, CA 951110 ,
CONDITIONAL APPROVAL OF GROUNDWATER MONITORING WORKPLAN, CALIFORNIA
NATURAL PRODUCTS,LATHROP,SANJO.402IV COUNTY
1 have reviewed the 23 Pebruary 2003 Addendum Letter, Additional Monitoring Well Installations,
California Natural Products, prepared by Kleinfelder. The plan was prepared in response to a
27 January 2004 Conditional Approval of Groundwater Monitoring Workplan. The workplan was
originally prepared for Provision 0.2.b of Waste Discharge Requirements (WDRs) Order No,
1t5-2003-0141. After reviewing the addendum,I have the following comments:
The addeadum states Well W-5 is located upgradient of the 10.1 acre land application area, but review
of the contour maps provided in the addendum indicates, with the possible exception of the data
collected on 11/19/03,that Well W-5 is downgradicnr of the 10.1 acre land application area.
Kleinfelder's report fails to describe why the well should be considered upgradient. California Natural
Products may tither select Well L-1 or a proposed well from the 29.7 acre land application area as ail
upgradient well, provide justification for the use of Well W-5 as the upgradient well, or propose a new
well installation.
To complete the workplan,by 2 Ap;iil 2004 please submit a selection of one of the throe alternatives
provided above. If you have any questions on this conditional approval, please telephone me at
(916)464-4616. —
TIMOTHY . 0I"W
Waste Discharge to Land Unit
cc: Mike liuggins,San Joaquin County Ei Vironriiental T-Tcalth'Depaitrnent Stockton
Robert Martin,Ylcinfelder, Stockton
California Environmental Protection Agency
g5 R&ya d Pop- .
The energy obellcagc racing Califomia is real.
