According to the ESA and information we reviewed
from the San Joaquin County Environmental Health Department (SJCEHD) file for the
site, an aboveground storage tank at the site had a release of petroleum hydrocarbons
to groundwater in 1990. Although the release exceeded water quality objectives
(WQOs), Water Board staff opted not to open a case for the release at that time.
According to information we reviewed, CNP operated a soil vapor extraction system
(SVES) during the early 1990s, but information regarding the amount of hydrocarbons it
removed is not available. Groundwater data during the system operation are also not
available, but CNP recently sampled the monitoring wells, which still remain at the site,
and the wells did not contain total petroleum hydrocarbons as gasoline or benzene.
Based on the age of the release, the SVES operation, and the current lack of petroleum
hydrocarbons in groundwater, groundwater meets WQOs and Water Board staff will not
be opening a cleanup case related to the petroleum hydrocarbon release for this site.
If you have any questions regarding this letter, you may contact me at
(916) 464-4661 or iemello(aDwaterboards.ca.gov.
C
ELLO, CHG 54
4nio ngineering Geologi t
cc: Ms. Adrienne Ellsaesser, San Joaquin County Environmental Health Department,
Stockton
KARL E.
