Roger Bishop - 2 - 18 January 2005
• Please describe what cropping activities are planned for Site B, when the crop will be planted, and
any preplanting irrigation that is required.
Groundwater Monitoring Network
As part of the Report on Site B review, staff considered the groundwater monitoring network and determined
the network is inadequate. Staff reviewed the 16 July 2001 Monitoring Well Installation Workplan in a 14
August 2001 Conditional Approval of Groundwater Monitoring Workplan(attached). The Conditional
Approval stated:
The well locations are generally acceptable, however, if the gradient is not as northerly as
anticipated, the wells may not adequately monitor the application areas. Additional wells may
be required at a later time. If the groundwater flow direction was established from the on-site
monitoring wells, it should be recognized that the cullet sump dewatering station is likely
controlling the local groundwater flow direction.
Groundwater monitoring reports have consistently shown the groundwater flow direction to be to the south.
By 18 April 2005 please submit a Groundwater Monitoring Well Installation Workplan to adequately monitor
groundwater both upgradient and downgradient of the land application areas. The workplan shall include a
schedule that indicates the wells will be installed by 17 July 2005.
Please address each of the items listed above, install the groundwater monitoring wells, and resubmit your
request to use Site B. When the items are adequately addressed staff will recommend the Executive Officer
approve the use of Site B. Please note the groundwater monitoring wells are required whether you decide to
proceed with Site B or not. If you have any questions on this report review, please telephone me at
(916) 464-4616.
TIMO O'BRIEN
Waste Discharge to Land Unit
Enc: 14 August 2001 Conditional Approval of Groundwater Monitoring Workplan
cc: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
Jeff Willett, Condor Earth Technologies, Inc., Stockton
W v WA%nca sn mayamwa.,'..Musn'14)an os me
