The plan <br /> was prepared in response to Waste Discharge Requirement Order No. 5-01-114, Prohibition A.8 that required <br /> a report describing preparation of the area prior to land application of wastewater in that area. Upon review of <br /> the initial submittal of the report, staff informed Pilkington North America that because technical reports <br /> required by the WDRs had not been submitted, use of Site B could not be approved. The technical reports <br /> were submitted on 18 September 2002. Pilkington has recently requested the use of Site B be again reviewed <br /> and resubmitted the 7 November 2001 Report on Site B on 25 October 2004. The use of Site B is described in <br /> Prohibition A.8 which states: <br /> The discharge of wastewater to Site B is prohibited until the Discharger has submitted, and the <br /> Executive Officer has approved, a report describing the improvements made to this area (i.e. the <br /> wastewater distribution system, berms,fencing, signs, land leveling, and crop planted) so that <br /> wastewater may be applied in conformance with this Order. <br /> I have the following comments on the submittal: <br /> • It is not clear that berms exist at the east side of the Site B. Please submit photographs of the area <br /> that show berms are surrounding Site B. <br /> • The signs must be installed prior to authorization to begin applying wastewater to Site B. Please <br /> submit photographs of the installed signs. <br /> • A fence is shown at the northwest portion of Site B in Figure 3, but that is inadequate to determine if <br /> public access to Site B is limited. Please describe how the fence and signs comply with Discharge <br /> Specification B.6 which requires: <br /> Public contact with reclaimed water shall be precluded through such means as fences, <br /> signs, and irrigation management practices. Signs with proper wording ofsufficient size <br /> shall be placed at areas of access and around the perimeter of all areas used for <br /> wastewater disposal to alert the public of the use of reclaimed water. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
