Box 1219
Lathrop, CA 95330
APPROVAL OF HIGHER WASTEWATER FLOWLIMIT, CALIFORNIA NATURAL PRODUCTS,
LATHROP, SAN JOA Q UIN COUNTY
Staff has reviewed the 29 December 2003 Report of Improvements for California Natural Products
Land Application System, prepared by Nolte Associates, Inc. and the additional information provided in
a 30 January 2004 e-mail. The purpose of the report is to request an increase in the wastewater flow rate
as provided in Discharge Specification B.1 of Waste Discharge Requirements Order No. R5-2002-0071,
which states:
1. Until improvements are made to the proposed 29.7 acre land application area, the annual
average wastewater flow to the land application areas shall not exceed 250,000 god and the
maximum monthly average flow to the land application areas shall not exceed 290,000 gpd.
These flow limits will remain in effect until the additional land application areas improvements
are completed and a technical report (as described in Provision G.2.a) has been submitted and
approved by the Executive Officer. Upon approval of the technical report, the Discharger's flow
limits will be as follows:
a. The annual average wastewater discharge to land shall not exceed 370,000 gpd. The annual
average flow rate shall be calculated on a calendar year basis.
b. The maximum monthly average wastewater discharge to land shall not exceed 429,000 gpd.
The report adequately describes how California Natural Products (CNP)will apply wastewater to the
29.7 acre land application area and comply with the WDRs. CNP has installed a purple pipe wastewater
transmission pipeline, purple distribution piping and valves, posted public notice signs at the perimeter
of the area, constructed berms around the perimeter of the area, and created border checks within the
area to improve distribution of wastewater.
The improvements are consistent with the requirements of the WDRs and therefore CNP may begin
discharge of wastewater to the new land application area at the higher flow rates described in items
(a) and (b) above. All the operational and monitoring requirements included in WDRs apply to the new
land area.
California Environmental Protection Agency
pia Recycled Paper
