Box 1219 <br /> Lathrop, CA 95330 <br /> APPROVAL OF HIGHER WASTEWATER FLOWLIMIT, CALIFORNIA NATURAL PRODUCTS, <br /> LATHROP, SAN JOA Q UIN COUNTY <br /> Staff has reviewed the 29 December 2003 Report of Improvements for California Natural Products <br /> Land Application System, prepared by Nolte Associates, Inc. and the additional information provided in <br /> a 30 January 2004 e-mail. The purpose of the report is to request an increase in the wastewater flow rate <br /> as provided in Discharge Specification B.1 of Waste Discharge Requirements Order No. R5-2002-0071, <br /> which states: <br /> 1. Until improvements are made to the proposed 29.7 acre land application area, the annual <br /> average wastewater flow to the land application areas shall not exceed 250,000 god and the <br /> maximum monthly average flow to the land application areas shall not exceed 290,000 gpd. <br /> These flow limits will remain in effect until the additional land application areas improvements <br /> are completed and a technical report (as described in Provision G.2.a) has been submitted and <br /> approved by the Executive Officer. Upon approval of the technical report, the Discharger's flow <br /> limits will be as follows: <br /> a. The annual average wastewater discharge to land shall not exceed 370,000 gpd. The annual <br /> average flow rate shall be calculated on a calendar year basis. <br /> b. The maximum monthly average wastewater discharge to land shall not exceed 429,000 gpd. <br /> The report adequately describes how California Natural Products (CNP)will apply wastewater to the <br /> 29.7 acre land application area and comply with the WDRs. CNP has installed a purple pipe wastewater <br /> transmission pipeline,purple distribution piping and valves,posted public notice signs at the perimeter <br /> of the area, constructed berms around the perimeter of the area, and created border checks within the <br /> area to improve distribution of wastewater. <br /> The improvements are consistent with the requirements of the WDRs and therefore CNP may begin <br /> discharge of wastewater to the new land application area at the higher flow rates described in items <br /> (a) and (b) above.
