Box 1219 <br /> Lathrop, CA 95330 <br /> APPROVAL OFHIGHER WASTEWATER FLOWLIMIT, CALIFORNIA NATURAL PRODUCTS, <br /> LATHROP, SAN JOA Q UIN CO UNTY <br /> Staff has reviewed the 13 February 2003 Report oflmprovements for California Natural Products Land <br /> Application System, prepared by Nolte Associates, Inc. The purpose of the report is to request an <br /> increase in the wastewater flow rate as provided in Discharge Specification B.1 of Waste Discharge <br /> Requirements Order No. R5-2002-0071, which states: <br /> 1. Until improvements are made to the proposed additional land application areas, the annual <br /> average wastewater flow to the 17.6 acre land application area shall not exceed 200,000 gpd <br /> and the monthly average flow to the 17.6 acre land application area shall not exceed 240,000 <br /> gpd. These flow limits will remain in effect until the additional land application areas <br /> improvements are completed and a technical report(as described in Provision G.2.a) has been <br /> submitted and approved by the Executive Officer. Upon approval of the technical report, the <br /> Discharger's flow limits will be as follows: <br /> a. The annual average wastewater discharge to both the land application and landscaped <br /> areas shall not exceed 250,000 gpd. The annual average flow rate shall be calculated on a <br /> calendar year basis. <br /> b. The monthly average wastewater discharge to both the land application and landscaped <br /> areas shall not exceed 290,000 gpd. <br /> The report adequately describes how California Natural Products (CNP)will apply wastewater to the <br /> 16.0 acre land application area and comply with the WDRs. CNP has installed a purple pipe wastewater <br /> transmission pipeline, purple distribution piping and valves,posted public notice signs at the perimeter <br /> of the area, constructed berms around the perimeter of the area, and created border checks within the <br /> area to improve distribution of wastewater. In addition, an existing irrigation well allows supplemental <br /> irrigation water to be applied to crops when needed. <br /> California Environmental Protection Agency <br /> ped Recycled Paper <br /> The energy challenge facing California is real.
