Box 1219 <br /> Lathrop, CA 95330 <br /> CONDITIONAL APPROVAL OFADDENDUM NO. 2,ADDITIONAL MONITORING WELL <br /> INSTALLATIONS WORKPLAN, CALIFORNIA NATURAL PRODUCTS, LATHROP, SAN <br /> JOAQUIN COUNTY <br /> I have reviewed the 29 March 2004 Addendum No. 2, Additional Monitoring Well Installations <br /> Workplan, California Natural Products, prepared by Kleinfelder. The plan was prepared in response <br /> to a 3 March 2004 Conditional Approval of Groundwater Monitoring Workplan. The workplan was <br /> originally required by Provision G.2.b of Waste Discharge Requirements (WDRs) Order No. <br /> R5-2003-0141. <br /> Addendum No. 2 requests authorization to install three monitoring wells in the 29.7 acre land <br /> application area and install a fourth new well in a different location, at a later date. The fourth well <br /> will provide background information for the 10.1 acre land application area but cannot be installed <br /> until an access agreement can be obtained from the landowner that owns the property where the well <br /> will be located. Two possible locations for the new fourth well are presented in the Addendum. <br /> California Natural Products (CNP)wants to begin discharging at the 29.7 acre land area before the <br /> access agreement can be finalized. The Addendum presents a time schedule for obtaining the access <br /> agreements. <br /> The work proposed in Addendum No. 2 is acceptable. CNP may install the wells at the 29.7 acre land <br /> area immediately. However, the proposed fourth well location(two potential locations are presented in <br /> the Addendum) may not be adequately located to establish upgradient groundwater conditions for the <br /> 10.1 acre land application area. By 7 May 2004, CNP shall submit a Hydrogeologic Evaluation of <br /> Groundwater Conditions (I-IEGC) that supports the proposed fourth well location.
