It appears that used <br />oil is being picked up monthly (based on the tank label) and only the January 2015, May 2015, August 2015, and <br />September 2015 records were available for review. Hazardous waste generators shall retain copies of all manifests <br />signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three <br />years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last <br />three years, maintain them on site, and submit copies to the EHD. <br />This is a Class II violation. <br />301 <br />CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br />Metal fines were observed on top arkaround the metal grinding equipment located inside the facility adjacent to the <br />hazardous waste storage area. Facilities shall be maintained and operated to minimize the possibility of a fire, <br />explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the <br />environment. Immediately containerized all metal fines and manage according to Title 22 hazardous waste <br />regulations. Submit a statement and supporting documentation explaining how this waste was managed. <br />This is a Class II violation. <br />403 <br />CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />Waste absorbent is being stored in the hazardous waste storage area in a metal container with a pop up lid which <br />opens via a foot pedal . All hazardous waste containers shall be closed at all times except when adding or removing <br />waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding <br />or removing waste. <br />This is a Class II violation. <br />501 <br />CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. <br />Facility does not have a tank assessment for the 500 gallon oil tank. The owner or operator of a hazardous waste <br />tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, <br />registered in California attesting that the system has sufficient structural integrity, is acceptable for the transferring, <br />storing, and treating of hazardous waste, and that the tanks and containment system are suitably designed. <br />Immediately have an assessment prepared for the used oil tank.
