Station
431.5 Waterloo Road
Stockton, California
WIC 4204-7524-2804
Dear Mr:Sasson:
Pursuant to our telephone conversation, this letter is provided to explain Shell's current '
plans for this site.
In your letter dated July 10, 4996, which was issued in response to our Soil-Boring. `;
Installation Report dated May 21 1996,you indicated that.Shell could.request closure of
the site in accordance with the format provided in Appendix B of the.Central Valley _.
Regional Water Quality Control Board's (CVRWQCB) guidelines. ,
-
While we agree that closure of the site is appropriate, it has been our experience that
CVRWQCBhas resisted closing sites with residual petroleum hydrocarbons-in soils.
While the
St
Resource Control Board has endorsed evaluation of these sites using
risk based methods, numerous issues remain to be resolved in.terms of implementation of
.r this approach. As this location is,a viable operating service_station, Shell prefers to wait ,
until clearer agency policy on closure issues is,available prior to investing resources in
pursuing closure of this site.
In the interim, reports will continue to be submitted on 90 day intervals in accordance with
reporting requirements of the California Administrative Code Title 23 Waters, Chapter 3,
Subchapter 16, Article 5, Section 2652.d.
h
If you have any questions; please call. t' r
OQOFESS/oygl
Sincerely, L ,
U,vw
Enviro , Inca a .o f
NO: C46725
CIV
Diane M.
