AIR QUALITY <br /> 28. Temporary Construction Emissions: The latest version of the San Joaquin Valley Air <br /> Pollution Control District("SJVAPCD")construction-emissions control measures shall be <br /> implemented during construction. <br /> Timing: Inclusion of the above language as a note on Improvement Plans prior to Final Map <br /> approval or grading, whichever occurs first. <br /> 29. Toxic Air contaminants—Mobile TAC Emissions: Applicants for industrial or commercial <br /> land uses shall coordinate with the SJVAPCD to assess situations in which toxic risk from <br /> diesel PM may occur and to review methodologies that may become available to estimate the <br /> risk.The developers shall implement any project-level measures adopted by the SJVAPCD to <br /> reduce mobile-source TACs emissions. <br /> Timing:A note shall be recorded on each parcel created for future commercial and industrial <br /> uses as part of the Final Map, <br /> 30. Long Term Regional Emissions: The developer(s)shall implement all of the mitigation <br /> measures as recommended in the Guide forAssessing and Mitigating Air Quality Impacts <br /> (SJVAPCD 1998). <br /> Timing: Inclusion of the above language as a note on Improvement Plans prior to Final Map <br /> approval. <br /> CULTURAL RESOURCES <br /> 31. Damage to Known Cultural Resources—Caltrans Right-of-Way: In compliance with <br /> CEQA, Public Resources Code Section 5024.5, and the Caltrans Environmental Handbook, <br /> Vol. 1, should ground-disturbing activities within Caltrans ROWS take place as part of this <br /> project and there is an inadvertent archaeological or burial discovery, all construction within <br /> 35 feet of the find shall cease and the Caltrans Cultural Resource Study Officer(CRSO), <br /> District 4, shall be contacted immediately. A staff archaeologist will evaluate the finds within <br /> one business day of being contacted. <br /> Timing: Note on Improvement Plans and at the time of the find until permission to proceed is <br /> granted by Caltrans. <br /> 32. Unknown Pre-Historic/Historic-Period Resources: If discovery of unknown cultural <br /> materials is made during construction,ground-disturbing activities at the construction site <br /> where the discovery was made shall be halted. The applicant or construction contractor shall <br /> contact the San Joaquin County Community Development Department(SJCCDD) <br /> immediately, and a qualified professional archaeologist acceptable to the County shall be <br /> notified and retained by the applicant. The archaeologist shall determine whether the <br /> resource represents a"unique archaeological resource"or"historic resource"as defined by <br /> CEQA, and shall identify appropriate mitigation. The mitigation could potentially include, but <br /> would not necessarily be limited to,avoidance, preservation in place with capping, photo <br /> documentation, and/or excavation/curation. <br /> 33. Unknown Human Remains: In accordance with the California Health and Safety Code, if <br /> human remains are uncovered during construction at the project site,the applicant or <br /> construction contractor shall immediately halt potentially damaging excavation and notify <br /> SJCCDD. The County shall, in tum, immediately notify the San Joaquin County coroner of <br /> the find. The coroner is required to examine all discoveries of human remains within 48 <br /> hours of receiving notice of a discovery on private or state lands (HSC Section 7050.5[b]). If <br /> 7 <br />
