According to the San Joaquin County Planning
Commission's approval of Major Subdivision PA-0300368, Appendix 6, condition No. 22, a letter
is to be submitted to the EHD indicating that site remediation has been completed and approved
by the Department of Toxic Substances Control (DTSC) and the Regional Water Quality Control
Board (RWQCB). It is EHD policy to not issue well or boring permits for sites where DTSC or
the RWQCB has lead oversight authority until the applicable lead agency has approved the
workplan for installation of the wells or borings.
For this reason, attached is information to aid in filing an application to the Memorandum of
Agreement Program within Cal-EPA. This program allows application to both agencies for
oversight using just one form. The application is entitled "Request for Oversight of a Brownfield
Site" and the information page is entitled "Site Information Needed for Oversight Agency
Selection." If you have not already done so, please fill out the paperwork and submit it to:
Tim Miles
Site Mitigation and Brownfields Reuse Program
Department of Toxic Substances Control
8800 Cal Center Drive
Sacramento, CA 95826
Should you have any questions regarding the Cal-EPA program, please contact Tim Miles of
DTSC at (916) 255-3710.
If you have any questions regarding issuance of the EHD monitoring well or boring permit,
please contact Harlin Knoll, Senior REHS, at (209) 468-3442.
Thank you for your attention to this matter.
Sincerely,
4 nc1-_ t ; __, j
Kasey L.
