r WESTERN 1386 EAST BEAMER STREET ' GEO-ENGINEERS -WOODLAND CA 95776.6003 (530) 668-5300, CALIF CONTRACTOR#!513857 FAX(530)662-0273 REGISTERED GEOLOGISTS wege:a`rnother com Underground Storage Tank September 14, 2001 Cleanup Fund Program P O Box 944212 Sacramento, CA 94242-2120 Re Request for pre-approval of well destructions Claim Number 006055, Wickland Properties site R603, located at 6425 Pacific Avenue, Stockton, CA Dear Sir or Madam Western Geo-Engineers (WEGE), on behalf of our client, Wickland Properties, is requesting pre-approval of costs to destroy monitor wells after receipt of "No Further Action Required Concurrence" letter from California Regional Water Quality Control Board - Central Valley Region(CRWQCB - CVR) August 20, 2001, see Attachment B Attachment A contains "Workplan for Well Destruction Attachment C contains signed copies of San Joaquin County Health approval of workplan Attachment D contains a complete copy of bid request, firms requested to bid and bids received CRWQCB-CVR would not concur with San Joaquin County Environmental Health Division recommendation for no further action required due to the following 1 The lateral and vertical extent of groundwater contamination has not been defined, 2 The groundwater has not been monitored for all fuel oxygenantes and fuel additives, 3 The status of a domestic water supply well southeast of the site has not been determined, and 4 The quarterly groundwater monitoring has not been conducted since January 1999 All of the above concerns have been met and San Joaquin County has provided an updated "Case Closure Summary" to CRWQCB-CVR, dated July 20, 2001 On August 20, 2001, CRWQCB-CVR confirmed the completion of the site investigation. The site can not be closed until all wells have been destroyed and the site restored, removal of the remediation system, f e vapor extraction laterals, manifolding, etc The following pre-approval is necessary to destroy the wells 1
