Box 13648 <br /> Sacramento, CA 95853--4648 <br /> (91.6) 978-2485, FAX (916) 978-2428 <br /> RE: Review of the San Joaquin County Health letter, dated <br /> February 18 , 1994 and the concern of Wicklands remedial actions <br /> influencing the Lincoln Center PCE (Tetrachloroethylene) plume, <br /> former Regal Station 603 , located at 6425 Pacific Avenue and <br /> Douglas Road, Stockton, California <br /> Dear Mr. Margowski <br /> The following discusses the effectiveness of the ongoing <br /> remediation at the above mentioned site and the concerns that <br /> those remedial activities on the Lincoln Center PCE plume. <br /> Vapor extraction is successfully removing gasoline range <br /> hydrocarbon from the soil and capillary fringe beneath this site, <br /> as of February 21, 1994 and estimated 11, 713 gallons of gasoline <br /> range hydrocarbons have been removed and destroyed by thermal <br /> oxidation from the subsurface via vapor extraction and product <br /> skimming, etc <br /> To capture and contain the ground water plume beneath this site <br /> vapor extraction with ground water pumping and treatment is the <br /> preferred method. Due to concerns of ground water pumping, <br /> expressed by Lincoln Center, ie . Mr Wilbur H. Smith II, only <br /> vapor extraction was initiated and ground water treatment <br /> delayed. Early in our investigation and remediation of this site <br /> we were in tiie procerus of acquiring a sewer discharge permit, <br /> this process was started on March 15, 1989, approximately 97 days <br /> after the discovery of ground water impaction. On May 3, 1989, <br /> Mr. Wilbur H Smith II sent a letter to Wickland Properties <br /> disapproving of Wickland' s plan to proceed with site remediation <br /> of the ground water, until Wickland performs further study on the <br /> effects of ground water pumping. At that time the sewer <br /> discharge application was not further pursued or finalized <br /> Seginning with the initial discovery in MW1 and MW3 of ground <br /> 1 <br />
