water contamination and floating free product, a product <br /> skimming system was installed in these wells This system was <br /> installed and started removing free floating product on October <br /> 10, 1989 The system recovered approximately 40 gallons of <br /> floating product by October 28, 1989 reducing the free floating <br /> product found in the wells to a sheen. <br /> After receipt of the May 3 , 1989 letter from Mr. Wilbur H. Smith <br /> II, disapproving of Wickland' s plan to remediate ground water <br /> beneath the site, a slug test was performed on aech of the wells <br /> (MW1 MW10) , in conjunction with the scheduled quaterly ground <br /> water sampling on May 25, 1990 The slug tests were performed <br /> in lieu of conducting a pump test, out of concern that Lincoln <br /> Center did not want any ground water pumping to occur at the <br /> site This slug test data was incorporated into the draft Final <br /> Remedial Plan that was open for public comment until January 23, <br /> 1991 This plan (October-November-December, 1990 UPDATE STATUS <br /> REPORT, REPORT #4) also proposed vapor extraction and ground <br /> water pumping from MW1 and MW3 to mitigate the site. <br /> After the public review process, Mr. Wilbur H Smith II, was <br /> notified of our plans to construct a soil and ground water <br /> remediation system and requested his permission to trench across <br /> the parking lot behind the station to install a natural gas line <br /> to the treatment compound At this time the sewer discharge <br /> permit process was again started A phone conversation with Mr <br /> Larry Williams of the Sewer Treatment Plant on August 27, 1991 <br /> indicated that the City Sewer was no longer accepting any new <br /> permits for discharge of treated ground water to the city sewer <br /> system A meeting was arranged that day with Wickland and the <br /> City to discuss how we could obtain our delayed sewer discharge <br /> permit and a request for a Variance/Exemption was made . This <br /> request to discharge was denied, October 28 , 1991 . Discussions <br /> between the City Managers office and San Joaquin County Health <br /> were successful and Sewer discharge permits were again being <br /> accepted for treated ground water discharge to the sewer system <br /> We were finally able to obtain the sewer discharge permit on June <br /> 2, 1992 for 1, 200 gallon per day discharge . <br /> Mr Wilbur H Smith II in a letter dated July 22 , 1991, informed <br /> us that Lincoln Center was conducting an ongoing remedial <br /> investigation and requested information regarding the proposed <br /> remediation system and the system' s effectiveness in destroying <br /> PCE, TCE and cis-1, 2, DCE. At this time we requested information <br /> from Mr Wilbur H Smith II concerning the Lincoln Center <br /> investigation This information was not forthcoming. It was <br /> noted however, that the Lincoln Center PCE plume had not been <br /> fully defined and a concern existed that aggressive ground water <br /> pumping might pull their plume towards our site, after various <br /> phone conversations with San Joaquin County Health (Eleanor <br /> Ratliff and Diane Hinson) and Mr. Gerry Nakano of Kennedy/Jenks <br /> (consultants for Lincoln Center) Although we have been sending <br /> Mr Wilbur H Smith II our reports since his request, as of this <br /> writing (March 3 , 1994) we have not received any information <br /> 2 <br />
