The configuration of the structures <br /> provides containment for both tank rupture and overfilling. <br /> Containment for the loading area is provided by a sump with a capacity of approximately <br /> 50 gallons.This amount is sufficient to provide containment for the most likely spills from <br /> typical failure modes. <br /> 4.2.2 Tote Storage Area <br /> The tote storage area is bermed on all four sides. The storage area is approximately 700 square <br /> feet in area and the berm height is approximately 4 inches. This configuration provides sufficient <br /> containment for the largest container plus precipitation. <br /> 4.3 Additional Controls For Bulk Storage Containers <br /> 4.3.1 Compatibility of Materials with Products Stored <br /> All bulk oil storage containers at the facility are constructed with materials that are compatible <br /> with the liquids stored. <br /> 4.3.2 Overfill Prevention Systems <br /> Simplot personnel are present during filling operations and visually monitor fill levels. The <br /> gasoline tank at the chemical tank farm is equipped with a level gauge.:The gauge is monitored <br /> continually during fuel loading/unloading, and is inspected regularly to ensure proper operation. <br /> The crop oil tanks at the chemical tank farm do not have overfill prevention devices;however, <br /> the liquid level can readily be seen through the tank wall. Because site personnel are present and <br /> can visually observe the fill level, this provides equivalent environmental protection. <br /> Personnel are present for all loading/unloading operations and continually monitor the process to <br /> minimize the risk of a spill. Spill response equipment is located throughout the facility and is <br /> readily available for use in the event of a spill_ Therefore, spill kits provide equivalent <br /> environmental protection to the requirements under 112.8(c)(8) to provide overfill protection. <br /> 4.4 Oil Transfer Operations <br /> 4.4.1 Buried Piping <br /> There is no underground piping used for oil transfer at the facility. <br /> 4.4.2 Out of Service Piping <br /> Piping that is taken out of service will be capped or blank-flanged at the transfer point and <br /> marked showing its origin. <br /> 4.4.3 Piping Support Design <br /> Piping supports are designed and constructed to minimize abrasion and corrosion and to allow <br /> for expansion and contraction. <br /> 4.4.4 Inspection of Aboveground Valves and Piping <br /> All aboveground piping and valves are inspected by facility personnel on a regular basis as part <br /> of the monthly inspections. w._ <br />
