Simplot Grower Solutions—4863 Carpenter,Stockton CA Date: September 2019 <br /> SPILL PREVENTION CONTROL AND COUNTERMEASURE PLAN Page: 11 <br /> 4.4.5 Protection from Vehicular Damage <br /> All aboveground piping is situated away from the roadways and high traffic areas. <br /> 4.5 Loading and Unloading Operations <br /> There are no loading or unloading racks at the facility; therefore, the requirements of 40 CFR <br /> 112.7(h) do not apply. Loading/unloading procedures for tanker trucks meet the minimum <br /> requirements and regulations established by the Department of Transportation, and include the <br /> following: <br /> 1) Tanker trucks are required to check in with the main office and proceed to the <br /> loading/unloading area. <br /> 2) They must chock their wheels and put out a warning sign. <br /> 3) Prior to filling and departure of any tanker truck, operators are to inspect for discharges <br /> of the lowermost drains and all outlets of such vehicle, and if necessary, ensure that they <br /> are tightened, adjusted, or replaced to prevent liquid discharge while in transit. <br /> 4) Safety regulations are to be observed at all times. When the loading/unloading is <br /> complete, care is to be taken to prevent back siphonage conditions or excess product from <br /> remaining in the lines, which spills when the connection is broken. Action is to be taken <br /> to contain and clean up any material spilled. There is to be no blowing out or disposal of <br /> residue products in the tanker truck by their hoses on J.R. Simplot property. <br /> 5) Visual indicators and physical barriers are to be removed after all connections are <br /> removed and inspections are made. <br /> 6) Any spillage, abnormalities, or potential problems (leaking valves, etc.) are to be reported <br /> to the facility manager for appropriate action. <br /> 4.6 Testing and Inspections <br /> All oil storage containers are inspected and tested in accordance with applicable industry <br /> standards and good engineering practice. The testing and inspections include comparing results <br /> against previous results,inspecting containersupports and foundations, inspecting container <br /> exteriors frequently for signs of deterioration and spills,and inspecting for oil accumulation <br /> inside diked areas and secondary containment structures. Inspection and testing records are kept <br /> at the facility for at least 3 years. Example inspection forms are provided in Attachment S. <br /> 4.6.1 Steel Tanks and Mobile and Portable Containers <br /> Tanks and containers at the facility are shop-built; there are no field-erected oil storage <br /> containers at the facility. The facility manages and inspects steel tanks according to Steel Tank <br /> Institute (STI) SP001, Standard for Inspection of Aboveground Storage Tanks (January 2018). <br /> STI SP001 requires monthly and annual visual inspections for storage tanks. Table 3 lists the STI <br /> SP001-compliant inspection and testing schedule. <br />
