Simplot Grower Solutions—4863 Carpenter,Stockton CA Date: September 2019 <br /> --,3� SPILL PREVENTION CONTROL AND COUNTERMEASURE PLAN Page: 15 <br /> CHAPTER 5-SPILL COUNTERMEASURES AND RESPONSE <br /> The emergency spill coordinator is accountable for oil spill prevention at the facility and should <br /> be notified immediately in the event of a spill. <br /> Emergency Spill Coordinator Tony Ruff (209)941-4456(0) <br /> (209)561-6068(c) <br /> Alternate Emergency Spill Coordinator Jim Chapin (209)941-4456(0) <br /> (209)817-4892(c) <br /> 5.1 Initial Response Actions <br /> Measures to stop and contain the spill should be implemented as soon as the spill is identified, <br /> regardless of whether the emergency spill coordinator has arrived at the scene,provided <br /> appropriately-trained personnel are available and that these measures can be safely implemented. <br /> Specific procedures to be conducted in the event of a spill are outlined as follows. <br /> 1. Assess the spill and immediately call the emergency spill coordinator or the alternate <br /> emergency spill coordinator. Be prepared to provide the following information: <br /> a. Material spilled <br /> b. Estimated amount <br /> c. Location of spill <br /> d. Date and time of spill <br /> e. Injuries <br /> f. Proximity to storm drains, ditches, and waterways <br /> g. Actions currently undertaken/underway <br /> 2. If possible and safe to do so, identify and shut down the source of the spill. <br /> 3. Attempt to contain the spill and prevent it from migrating off site or entering waterways <br /> by using absorbent materials or diverting it to a contained location. Spill kit locations are <br /> illustrated in Figure 2 and listed in Attachment E. <br /> 5.2 Emergency Spill Coordinator Actions <br /> Upon his/her arrival, the emergency spill coordinator will assess the situation and direct <br /> additional measures as necessary. Actions may include,but are not limited to, the following: <br /> a. Request assistance from outside sources(e.g., spill contractors, 911): <br /> i. Haz-mat Response, (800) 229-5252 <br /> ii. MP Environmental, (800) 458-3036 <br /> b. Order the evacuation and/or closing of portions of the facility. <br /> c. Direct spill cleanup and recovery efforts. <br /> d. Perform internal and external notifications. <br /> 5.3 Spill Cleanup and Disposal <br /> After a spill has been contained, recovered oil and clean-up materials will be handled and <br /> disposed of in accordance with state and federal regulations. Contact the emergency spill <br /> coordinator on any questions on disposal. General cleanup and disposal procedures are as <br /> follows: <br /> a. Use proper waste containers. <br />
