Eleventh St. <br /> Tracy, CA 95376 <br /> San Joaquin County Public Health Services,Environmental Health Division(PHS/EHD)has <br /> reviewed the "Quarterly Groundwater Monitoring Report" prepared by Geological Audit <br /> Services, Inc. for the March 1993 sampling of the monitoring wells at the above referenced <br /> site. <br /> An oily liquid was removed from monitoring well MW-1 prior to its sampling. Water sample <br /> results from MW-1 indicate total petroleum hydrocarbons as (TPH) diesel at 1800 parts per <br /> billion exist in the groundwater as well as other contaminants. <br /> In January 1990 the former tank pit was excavated to 14 feet below ground surface (bgs). <br /> Dewatering of the excavation occurred and this water was placed in an 8000 gallon above <br /> ground tank. At some time prior to May 8, 1990 the excavation was filled to 7 feet bgs. <br /> The material used to fill the excavation to that level has never been clarified. At some time <br /> after May 1991 the stock piled soil at the site was placed back into the excavation even <br /> though significant levels of TPH as diesel and motor oil were evidenced in the results of the <br /> composite sampling performed on the stock piled soil. In addition PHS/EHD staff was <br /> informed that the water previously held in the 8000 gallon above ground tank was released <br /> to the area of the former excavation. This water was never tested for levels of TPH as <br /> diesel or motor oil. <br /> The contaminated soil that was placed back into the excavation is a continuing source of <br /> contamination to groundwater and should be removed. Only clean material should have <br /> been placed in the excavation as discussed in March 1990 in a meeting at the Regional <br /> Water Quality Control Board office. <br /> PHS/EHD concurs with the recommendation for an additional monitoring well north of <br /> MW-1 (down gradient) to define the extent of groundwater contamination. A work plan for <br /> installation of this well and remediation of the contaminated soil should be submitted to <br /> PHS/EHD by June 21, 1993. <br /> A Division or San g c«Ixy Health Cmc�� C ' <br />
