(Wright) has prepared this workplan for the above <br /> referenced site, see ;Figure 1. Wright holds all required contractor licenses, excavation <br /> permits, and general professional liability insurance to perform the services requested. <br /> Several. phases of work have been performed at this site. The preparation of this workplan is <br /> in response to a •request from the San Joaquin County Public Health Services-Environmental <br /> Health Division.,(.PHS-EHD) for additional site assessment and further remediation. <br /> Backaround <br /> The site is located at 595 East 11th Street in Tracy, California (T2S, RSE, sec., 22). Five <br /> underground storage tanks (four gasoline tanks ranging from 4,000 to 8,000 gallons and one <br /> 500 gallon waste oil) were removed from the site in January, 1990. Soil and groundwater <br /> samples collected at that time showed petroleum hydrocarbon contamination (FGL <br /> Environmental, 1990). The amount of leakage is unknown, however an estimate of 1,400 <br /> gallons was made based upon data collected in December, 1979 (Bechtel, 1993). At that time <br /> samples were collected from a drinking water well on the Tracy High School (THS) property. <br /> Analyses of these samples indicated petroleum hydrocarbons as gasoline were in very high <br /> concentrations. It was later determined to be "Shell Regular". At this time a UST suspected of <br /> leaking was removed and replaced. This information and a timely inventory loss from the Cox <br /> site were the basis for a previous lawsuit settled by Cox in favor of THS. The drinking water <br /> well and the irrigation well on the THS property have since been properly abandoned. Soil and <br /> groupdwater studies by EVAX (1992) and Remediation Risk Management (1993) show that soil <br /> and groundwater contamination is moving away from the former tank location towards the north <br /> andttheast and there was no indication of any direct westerly movement of the plume towards <br /> the previously contaminated well at THS.
