Vaughn
222 South Shepherd Street
Sonora, CA 95370
Dear Mr. Vaughn: Re SgJc C, ( Sr fYgC7.
This is in response to your letter of April 3, 1990 to
Governor Deukmejian, regarding an underground storage tank problem
on your property. As the Governor's Secretary of Environmental
Affairs, I have been requested to respond on his behalf .
Please be assured that it is not our desire to bankrupt you or
any other tank owner faced with a cleanup problem. We are very
concerned with your situation and have looked into the facts in
order to better understand and provide some advice for resolution.
From discussions with the San Joaquin County Local Health
Department and the California Regional Water Quality Control Board,
Central Valley Region, we obtained the following information:
On December 17, 1979, an analysis of water from the well
located on the adjacent property at Tracy High School was
found contaminated. It was determined to be Shell regular gas
and was traced to a ruptured tank on your property, then owned
by Mr. Elroy Cox.
On March 13, 1980, Tracy Joint Union High School District
filed a claim (No. 320-5912-CW) against Mr. Elroy Cox for the
contamination. A new well was constructed for the high school
as a result of the claim.
In 1983 or 1984, you purchased the site from Mr. Cox.
In December 1986, you were advised of the need to remove the
tanks which were not being used.
In January or February 1990, the tanks were removed.
1102 Q STREET, SACRAMENTO, CALIFORNIA 95814 (916) 322-5840
