Project Memo <br /> Date: July 8,2003 <br /> To: Project Team <br /> Cox and Cox Partners,Wright Staff,RWQCB,PHS-EHD <br /> From: John Lynch, President,Wright Environmenal Services, Inc. <br /> RE: 595 E.11th St.,Tracy,CA;Cox and Cox,Site Code 1933 <br /> James Barton at the RWQCB and I discussed the site and insitu bioremediation. Mr. Barton requested <br /> Wright to send a copy of CAP recently submitted for the site along with any additional information <br /> available regarding the make up of the"injectable"component of the proposed process. He confirmed <br /> that there currently were no WDR or WDO in place for petroleum sites in San Joaquin County using <br /> enhanced, insitu bioremediation. <br /> Report of Waste Discharge would be required however there are some variables to consider after that <br /> since the project could possibly be implemented as a pilot study and there could be site specific,Waste <br /> Discharge Requirements or possibly a General Permit to implement. <br /> He requested we provide him with following information: <br /> • Reactions that will occur when injected <br /> • Chemicals released during process <br /> • Would there be any problems with metals <br /> • What was the injectable substance(s)(problems arise with proprietary substance claims) <br /> Mr. Barton indicated that entire process of obtaining permit to discharge would be around three-months <br /> after submittal of all documentation and Report of Waste Discharge, and that interim remedial action <br /> (excavation around MW-3 and 9)could occur with County oversight concurrent to that process. If the <br /> site later met closure guidelines because of interim remedial actions,the Waste Discharge permit <br /> process could be stopped. <br /> Wright is currently waiting on information requested from Planet Industries regarding the nature of the <br /> strain of bacteria and nutrient solution proposed for the site based upon bench scale testing performed. <br /> While this would be typically provided once a corrective plan was selected and approved by the <br /> oversight agency Wright is assembling the information at the request of both the County and the <br /> RWQCB.This information will forward the project and the plan to move forward with interim remedial <br /> action(digging)concurrent to fleshing out the insitu treatment option(s). <br /> 1 <br />
