Project Memo
Date: July 8,2003
To: Project Team
Cox and Cox Partners,Wright Staff,RWQCB,PHS-EHD
From: John Lynch, President,Wright Environmenal Services, Inc.
RE: 595 E.11th St.,Tracy,CA;Cox and Cox,Site Code 1933
James Barton at the RWQCB and I discussed the site and insitu bioremediation. Mr. Barton requested
Wright to send a copy of CAP recently submitted for the site along with any additional information
available regarding the make up of the"injectable"component of the proposed process. He confirmed
that there currently were no WDR or WDO in place for petroleum sites in San Joaquin County using
enhanced, insitu bioremediation.
Report of Waste Discharge would be required however there are some variables to consider after that
since the project could possibly be implemented as a pilot study and there could be site specific,Waste
Discharge Requirements or possibly a General Permit to implement.
He requested we provide him with following information:
• Reactions that will occur when injected
• Chemicals released during process
• Would there be any problems with metals
• What was the injectable substance(s)(problems arise with proprietary substance claims)
Mr. Barton indicated that entire process of obtaining permit to discharge would be around three-months
after submittal of all documentation and Report of Waste Discharge, and that interim remedial action
(excavation around MW-3 and 9)could occur with County oversight concurrent to that process. If the
site later met closure guidelines because of interim remedial actions, the Waste Discharge permit
process could be stopped.
Wright is currently waiting on information requested from Planet Industries regarding the nature of the
strain of bacteria and nutrient solution proposed for the site based upon bench scale testing performed.
While this would be typically provided once a corrective plan was selected and approved by the
oversight agency Wright is assembling the information at the request of both the County and the
RWQCB.This information will forward the project and the plan to move forward with interim remedial
action(digging)concurrent to fleshing out the insitu treatment option(s).
1
