After a thorough review of the soil and ground water
data submitted for this site, the EHD was unable to find all the data It needed to
concur with your request for no further action, so the request is not approved at
this time.
This decision is subject to appeal to the State Water Resources Control Board
(SW RCB), pursuant to Section 25296.40(a)(1) of the Health and Safety Code
(Thompson-Richter Underground Storage Tank Reform Act -- Senate Bill 562). Please
contact the SWRCB Underground Storage Tank Program at (916) 341-5752 for
information regarding the appeal process.
In order for the EHD to complete the review of the site investigation and clean up, the
following requirements must be met:
1. Submit to the EHD data supporting the conclusion that the vertical delineation of
the petroleum impacted ground water is complete.
2. Submit to the EHD the supporting documentation that the soil gas laboratory
actually analyzed the soil gas samples for the leak detection compound
(isopropyl alcohol/2-propanol) and provide the detection limit for this compound.
Please provide the leak dilution factor and the estimated corrected
concentrations detected.
3. Submit to the EHD an updated soil plume map (sorbed) that includes all relevant
soil data collected at the site since the investigation started.
4. Submit to the EHD technical justification that MW-4's screened interval
placement accurately represents the same permeable layer (sand and gravel)
encountered in MW-2 and the other monitoring wells. The EHD is concerned
that MW-4 may have missed this layer by not going deep enough.
