Tires <br /> 1593 Arrowhead Drive 507 E. 11TH ST <br /> St. Helena, CA 94574 Tracy, CA 95376 <br /> Subject: f=ormer Ed's Muffler Shop Global ID#: T0607700373 <br /> 595 E. 11th Street ROM 0213 <br /> Tracy, CA. 95376 Clean Up Fund#: 09444 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed No <br /> Further Action Summary Report for Case Closure dated March 21, 2008 and has the <br /> following comments. <br /> There has been a significant reduction in the dissolved petroleum concentrations in <br /> most of the shallow ground water at this site since the extensive soil excavation and <br /> removal in February 2004. After a thorough review of the soil and ground water <br /> data submitted for this site, the EHD was unable to find all the data It needed to <br /> concur with your request for no further action, so the request is not approved at <br /> this time. <br /> This decision is subject to appeal to the State Water Resources Control Board <br /> (SW RCB), pursuant to Section 25296.40(a)(1) of the Health and Safety Code <br /> (Thompson-Richter Underground Storage Tank Reform Act -- Senate Bill 562). Please <br /> contact the SWRCB Underground Storage Tank Program at (916) 341-5752 for <br /> information regarding the appeal process. <br /> In order for the EHD to complete the review of the site investigation and clean up, the <br /> following requirements must be met: <br /> 1. Submit to the EHD data supporting the conclusion that the vertical delineation of <br /> the petroleum impacted ground water is complete. <br /> 2. Submit to the EHD the supporting documentation that the soil gas laboratory <br /> actually analyzed the soil gas samples for the leak detection compound <br /> (isopropyl alcohol/2-propanol) and provide the detection limit for this compound. <br /> Please provide the leak dilution factor and the estimated corrected <br /> concentrations detected. <br /> 3. Submit to the EHD an updated soil plume map (sorbed) that includes all relevant <br /> soil data collected at the site since the investigation started. <br /> 4. Submit to the EHD technical justification that MW-4's screened interval <br /> placement accurately represents the same permeable layer (sand and gravel) <br /> encountered in MW-2 and the other monitoring wells. The EHD is concerned <br /> that MW-4 may have missed this layer by not going deep enough. <br />
