Discovery Chevrolet
-e 1 January 18, 1995
Page 2
Based on the data collected to date, we recommend that a quarterly groundwater
monitoring and reporting program be implemented at the site during the first quarter of
1995. In addition, we recommend that a workplan be developed for additional
assessment of soil and groundwater at the site. This workplan should be developed after
collection and evaluation of a minimum of two quarters of groundwater monitoring. This
workplan should be developed to achieve delineation of hydrocarbons in soil and
groundwater and development of a Problem Assessment Report (PAR). Following
completion the PAR, a Remedial Action Plan (RAP) should be developed for the site.
The RAP will address corrective action to be performed for hydrocarbons remaining in
place in the vicinity of the gasoline and waste-oil UST cavity and groundwater
remediation, if required. All work and reporting should be performed to comply with
the Appendix A of the Tri-Regional Board Staff Recommendations For Preliminary
Investigation and Evaluation of Underground Tank Sites, Central Valley Regional Water
Quality Control Board.
A copy of this letter with a cover Ietter from you indicating you agree with the above
recommendations should be forwarded to Mr. Steve Sasson of the SJPHS, Ms. Barbara
Anderson of the State Water Resources Control Board, and Ms. Elizabeth Thayer of the
Central Valley Regional Water Quality Control Board.
In our opinion, this letter keeps the site in compliance with the Title 23 Regulations
mentioned in the SJPHS January 11, 1995 letter. Please call us at 916-631-1314 should
you have any questions.
Sincerely,
GeoStrategies
Gary D.
