March 18, 1993 <br /> Page 4 <br /> Mr. Bob Sagaser indicated that treated groundwater could not be <br /> discharged to the sanitary sewer system, but would require an <br /> National Pollutant Discharge Elimination System (NPDES) <br /> permit obtained through the state for discharge to the storm drain <br /> due to the limited capacity of the wastewater plant. <br /> o Field Testing: A soil vapor extraction test was conducted on <br /> January 22, 1993. Test results showed that a favorable radius of <br /> influence can be attained (14 feet). Soil analytical data implies <br /> that a majority of the petroleum hydrocarbon mass is of low <br /> molecular weight and lies within the low-boiling point range for <br /> petroleum hydrocarbons. This means that hydrocarbons beneath <br /> the site tend to have moderate to high vapor pressures; ideal for <br /> removal via soil vapor extraction. The test results are presented <br /> as Attachment A and the certified analytical report and chain-of- <br /> custody documentation are presented as Attachment B. <br /> INTERIM REMEDIAL ACTION <br /> Beneficial Water Use <br /> The goal of remediatibn is to protect existing and potential beneficial uses of <br /> surface and groundwater. Uses of primary relevance to the area where the refer- <br /> enced site is located are: (1) municipal and domestic drinking water supply, <br /> (2) agricultural supply, and (3) groundwater recharge;however, it is unnecessary to <br /> evaluate each specific use as it relates to groundwater from the shallow most <br /> water-bearing zone. State Water Board Resolution 88-63 specifies that ground <br /> and surface waters of the state are either existing or potential sources of municipal <br /> and domestic supply. There are specifically defined conditions where <br /> Resolution 88-63 does not apply,but these conditions do not exist at the <br /> referenced site. In summary, remedial action objectives should recognize: (1) the <br /> existing beneficial use is probably limited because of the low water quality that <br /> typifies groundwater from the shallow water-bearing zone and (2) the potential <br /> beneficial use is municipal and domestic.supply. <br /> It should be noted that use of groundwater from the shallow most water-bearing <br /> zone as a drinldng water source will necessitate water treatment; regardless of <br /> petroleum hydrocarbon impact. <br /> 3100104/1RAP <br />
