(2) All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet San Joaquin County flood hazard reduction requirements(Title 9, <br /> Chapter 9-1605)and all requirements of the State of California(CCR Title 23)that are in force at <br /> the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> (3) The proposed project shall not contribute to storm water pollution. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto, 468-3443) <br /> a. A manure management plan shall be submitted for approval to Environmental Health. The number <br /> of animals per acre shall be consistent with appropriate waste management practices. A review fee <br /> of$244.00 is applicable at the time of submittal. Compliance with San Joaquin County Development <br /> Title 5 and the California Code of Regulations,Title 23, Division 3, Chapter 15,Article 6, shall be <br /> addressed in the manure management plan. <br /> b. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to Environmental Health indicating that the area is suitable for septic system usage. The <br /> studies must be approved by Environmental Health prior to issuance of building permits <br /> (Development Title Section 9-1105.2[d]). A review fee of$610.00 must be paid at the time of <br /> submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site waste water treatment and disposal systems is required for <br /> each parcel. A permit fee of$122.00 per percolation hole is required. <br /> c. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP)and <br /> nitrates with the results submitted to Environmental Health prior to issuance of building permits. <br /> Samples are to be taken and analyzed by a State-approved laboratory. (Development Title Section <br /> 9-1115.7) <br /> d. Construct a water well under permit and inspection by Environmental Health prior to occupancy. <br /> Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number <br /> of service connections exceed four, a yearly permit to operate a public water system will be required <br /> by Environmental Health. (Development Title Sections 9-1120.2 and 9-1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR, Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> e. Construction of an individual sewage disposal system under permit and inspection by Environmental <br /> Health is required at the time of development based on the Soil Suitability/Nitrate Loading Study <br /> findings.
