Recommendations <br /> k <br /> Action <br /> f It is recommended that the Planning Commission: <br /> l <br /> 1. Approve the Negative Declaration; and <br /> i 2. Approve the Revisions of Approved Actions application for previously approved Use Permit No. <br /> UP-01-0009 based on the previously approved Findings and subject to the Revised Conditions <br /> of Approval contained in the staff report. <br /> Previously Approved Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding:can be made because religious assemblies may be conditionally permitted in <br /> the AG-40 zone with an approved Use Permit. In addition, the parcel is not under <br /> Williamson Act. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> This finding can be made because the Public Works Department is requiring, as a <br /> condition of approval, that the owner execute an Irrevocable Offer and Agreement to <br /> Dedicate Road to result in a one-hundred and five (105) foot wide right-of-way from the <br /> centerline of Airport Way to the property line across the parcel's frontage. As a result, the <br /> applicants are proposing to construct their buildings out of the ultimate right-of-way of <br /> Airport Way,-and in compliance with the thirty (30) foot setback for buildings constructed <br /> in the AG-49 zone. The applicants are proposing to use a well, a holding tank for septic, <br /> and an on-sjte storm drainage pond. As a condition of approval, the Environmental Health <br /> Department-is requiring the applicants to construct an individual sewage-disposal system <br /> at the time!„of development based on the findings of the Soil Suitability Study. The <br /> applicants are aware that they shall comply with this requirement. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding`can be made because only 5.5 acres of the 16.66 acre site is being used for <br /> the project.iThe remainder of the site will continue to be farmed. <br /> 4.
