LSA
ASSOCIATES,INC. INITIAL,STUDY/ENVIRONMENTAL DOCUMENTATION
fULULYz000 STOCKTONMETROPOLrrANAIRPORT
i
SPECIAL PURPOSE PLAN
F Ai ort Way/Dixon Road
Add one through lane each at the northbound and southbound approaches.
FRoute 9910antas Lane Flyover Ramns
Construct flyover ramps from SR-99 into Airport East.
FYear 2015(mitigation requirements are in addition to year 2010 mitigation):
Complete the balance of the roadway improvements.
All mitigation is based on additions and improvements to the Base 2015 No Project
F condition lane geometry and intersection control. (See Traffic Impact Analysis,
Appendix B, Figure 10).
i . With mitigation, all of the impacted intersections' would operate at acceptable LOS
"D"and a volume-to-capacity ratio of less than 1.0. (See Traffic Impact Analysis,
Appendix B,Table 6).
Airport Master Plan Mitigation:
Mitigation Measure T-1: Evaluate and monitor traffic operating conditions at critical
F roadways and intersections and implement measures to ensure that operating
conditions remain at LOS "D"or better.
C) Result in a change in air traffic patterns, including either an increase in traffic
levels or a change in location that results in substantial safety risks?
F
Less than significant. The SPP will not cause an increase in air traffic conditions
when compared with the assumptions included in the approved Master Plan. It is
expected that non-commercial general aviation and military operations will occur as
forecast in the approved Master Plan. Conversely, the number of commercial
F operations is forecast to decline from the Master Plan assumption of 70 operations
per day to 27 operations per day with the SPP. No other changes in air traffic
conditions are planned.
Fd) Substantially increase hazards due to a design feature (e.g F.,shat curves or
dangerous intersections) or incompatible uses(e.g.,farm equipment)?
F,
Less than significant. The proposed road improvements will be designed to
guidelines and standards included in the SPP with the objective of accommodating
local vehicular traffic.
t
J e) Result in inadequate emergency access?
Less than significant. With the proposed project, emergency access is provided
around three sides of the SPP. Access to the SR-99 freewaywill be facilitated b
Y
widening of Arch-Airport Road and the implementation of the Arch Road/SR-99
interchange improvements.
I Except for intersections at Arch-Sperry Road/French Camp Road and Airport Way/French Camp Road are
mitigated to LOS F base conditions.
7/20100(P:1SJC0301Envirmunentai\initial studympd)
49
