INITLALSTUDY/ENVIRONMENTAL DOCUMENTATION
JULY2000 STOCKTON METROPOLITAN AIRPORT
SPECIAL PURPOSE PLAN
0 Result in inadequate emergency parking?
Less than significant. The SPP contains guidelines for parking. The parking will
conform to County requirements.
g) Conflict with adopted policies, plans,or programs supporting alternative
transportation (e.g. bus turnouts, bicycle racks)?
Less than significant. The SPP has included design guidelines and standards to be
implemented that address bicycle and pedestrian movement and transit. The
Circulation Diagram identifies Class II bike lanes within street right-of-way, multi-
use pathways(bicycles and pedestrians), pedestrian pathways and transitfbus stops.
XVI. Utilities and Service Systems:
Would the project:
a) Exceed wastewater treatment requirements of the applicable Regional Water
Quality Control Board?
4 No impact. Implementation of the Special Purpose Plan will generate wastewater
demand equivalent to the Master Plan, and therefore, will not affect wastewater
treatment requirements.
b) Require or result in the construction of new water or wastewater-treatment
E facilities or expansion of existing facilities, the Construction of which could
cause significant environmental effects?
Less than significant impact. As previously discussed in the Airport Master Plan
EIR, the City of Stockton will be able to accommodate the increased generation of
wastewater associated with the proposed project. The water and wastewater Master
Plans for the Special Purpose Plan are consistent with the City's Water and
Wastewater Master Plan. Facilities/infrastructure will be provided as needed.
C) Require or result in the construction of new storm water drainage facilities or
expansion of existing facilities, the construction of which could cause significant
environmental effects?
Less than significant impact. Drainage structures will be constructed to control
runoff water from the Special Purpose Plan. Temporary drainage and detention
facilities may be constructed for interim conditions. Permanent storm drain and
detention basin facilities will ensure that peak runoff from the ultimate developed
condition in each of the four Special Purpose Plan component planning areas do not
exceed existing conditions. These structures will not result in significant
environmental effects. Environmental permits needed for these drainage
improvements have been obtained where necessary.
d) Have sufficient water supplies available to serve the project from existing
# entitlements and resources,or are new or expanded entitlements?
Less than significant impact. As discussed in the Airport Master Plan, the City of
Stockton has agreed to provide water to the project site and the Special Purpose Plan
7/20100(P:151C030\Enviromnenla11initial vudy.wpd)
50
I
