The first is a Development Title Text Amendment that will add an <br /> additional Special Use Regulation to Section 9-705.6 of the Public Facilities (P-F) zone that will be <br /> applicable specifically to the Airport property. The second is a Special Purpose Plan that will provide the <br /> planning and development guidelines and standards, regulating procedures, infrastructure requirements, <br /> and financing strategy for the immediate and long-range development of the Stockton Metropolitan Airport, <br /> in accordance with the intent of the adopted Airport Master Layout Plan and the San Joaquin County <br /> General Plan. A more detailed description of each component follows. <br /> Development Title Text Amendment <br /> Within the project site there are two different zoning districts—the AP-X zone(Airport Multi-Use)and the P-F <br /> zone (Public Facilitiesj. The Public Facilities zone boundary includes the airport property under the direct <br /> control of the Federal Aviation Administration (FAA). This includes the entire airport facility, including <br /> terminal and runways, and the areas shown in the Specific Plan as Airport South, the Airport Related Use <br /> zone portion of Airport East, the northern portion of Airport West, and the eastern portion of Air Metro Park, <br /> which contains active taxiways. Land uses within the P-F zoned area are restricted or guided by FAA Grant <br /> Assurances. The airport uses that land for aviation related purposes and dedicates revenues from the use <br /> of that property to airport operations and maintenance of the Stockton Metropolitan Airport (pursuant to a <br /> personal communication with Airport Manager Dan DeAngelis, September 15, 2000).
