The list of land uses permitted or conditionally permitted in the P-X zoning class is somewhat more limited <br /> than for the AP-X class. This is to be expected, as the P-X zone is used Countywide for various public <br /> facilities and supporting uses, and the AP-X zone is specific to the property that was part of the Stockton <br /> Metropolitan Airport as of August 1, 1995 (Mixed Use Development Policy No. 1(b)(3)(A),Volume I, General <br /> Plan 2010). <br /> The proposed Text Amendment would add the following additional paragraph to Section 9-705.8, "Special <br /> Use Regulations in the Public Facilities Zone": <br /> (b) Stockton Metropolitan Airport. In addition to the uses permitted in Table 9-705.2 for the P-F <br /> zone, additional uses may be permitted at the Stockton Metropolitan Airport subject to approval of a <br /> Special Purpose Plan and if the Community Development Department Director finds that the use is <br /> an Aviation Related Use consistentwith FAA Grant Assurances,as amended from time to time. <br /> This will enable additional aviation related uses, not currently permitted in the P-F zone, to be developed in <br /> the P-F zone of the Airport, provided that the uses are aviation related and consistent with the Special <br /> Purpose Plan. The purpose of this Text Amendment is to assist in facilitating development of the Airport <br /> consistent with the General Plan, the adopted Airport Master Layout Plan, and the proposed Special <br /> Purpose Plan. <br /> Special Purpose Pian <br /> Implementation Measure 1.2.(b), contained in the Mixed Use Development Section of Volume I of the <br /> General Plan 2010, requires that a Special Purpose Plan be adopted to facilitate development of the Airport <br /> East property. This measure requires that the Special Purpose Plan address land use and circulation, on- <br /> and off-site infrastructure, financing, and responsibilities for property development, operation, and <br /> maintenance. <br /> The intent of the Airport Multi-Use (AP/X) General Pian designation is to provide for flexible siting of <br /> commercial, industrial, and recreational uses along with aviation facilities at the Stockton Metropolitan <br /> Airport, The Special Purpose Plan implements the policies and objectives contained in the General Plan <br /> regarding the A/PX land use designation. Although the General Plan only requires that the Special Purpose <br /> Plan be prepared for the Airport East property, the Special Purpose Plan (Plan) has been prepared for and <br /> is intended to apply to the entire project site, excluding the area that contains the airport terminal, runways <br /> and taxiways,and support facilities. <br /> The objective of the Plan is to ensure that mixed-use development and airport operations function together <br /> as an integrated campus with a well defined identity and a strong sense of place. The Plan establishes the <br /> standards necessary to ensure high quality development while providing the flexibility necessary to respond <br /> to development opportunities. It is anticipated that the character of the Airport development will evolve <br /> through the planning and design of street patterns, land uses, open space systems, and architectural and <br /> landscape elements. <br /> The Special Purpose Plan is composed of the following four interrelated documents: <br /> 1. Design Guidelines and Development Standards <br /> The Design Guidelines and Development Standards were prepared by Ken Kay Associates under <br /> contract to the County.
