Analysis <br /> Background <br /> In 1998, the San Joaquin County Board of Supervisors certified Environmental Impact Report No. ER-96-1 <br /> and approved the following applications for the Stockton Metropolitan Airport project.- <br /> GP-94-9 <br /> roject:GP-94-9 <br /> A General Plan Map and Text Amendment. The General Plan text was amended to establish the new <br /> designation of Airport Multi-Use (APIX), which is specific and applicable only to the Stockton Metropolitan <br /> Airport (limited to property that was part of the Stockton Metropolitan Airport as of August 1, 1995). This <br /> Amendment also included changing the General Plan land use designations from Public (P), Limited <br /> Industrial(IIL), Commercial Recreation(CIR), and Freeway Service Commercial (C/FS) to Airport Multi-Use <br /> (APIX) and Public (P). The General Plan Text Amendment included the addition of an implementation <br /> measure in the new APIX designation which requires that a Special Purpose Plan be prepared. <br /> ZR-94-8 <br /> This Zone Reclassification application changed the zoning on the site from Public Facilities (P-F), Limited <br /> Industrial (I-L), Industrial Park (I-P), Commercial Recreation (C-R), and Freeway Service Commercial (C- <br /> FS)to Airport Multi-Use(AP-X)and Public Facilities(P-F). <br /> TA-95-10 <br /> This Development Title Text Amendment established the AP-X zone and all of the related Development <br /> Title requirements. <br /> Stockton Metropolitan Air ort Master Layout Plan <br /> This consisted of revisions to the Master Layout Plan for the Airport. Although a programmatic document of <br /> the Airport and not an actual planning document, this document was revised to plan for development <br /> activities. <br /> During the environmental review and planning process for the General Plan Amendment and related <br /> applications, there was extensive coordination and cooperation between the County and the City of <br /> Stockton. In order to obtain utility services from the City of Stockton,the proposed land uses must be found <br /> to be in conformance with the City's General Plan. As a result,the City of Stockton also approved changes <br /> to its General Plan, consistent with the County's General Plan,for the Airport property. <br /> As part of the negotiations with the City, certain land uses were not permitted at the Airport, either because <br /> they are not consistent with airport related uses or were determined to be in direct economic conflict and <br /> competition with City land uses. Pursuant to Mixed Use Development Policy 21, contained in Volume I of <br /> the General Plan 2010,the following types of land uses shall not be permitted on the Airport East Property: <br /> 1. Uses dealing with hazardous materials; <br /> 2. Residential and accessory uses; <br /> 3.
