Operations associated with general aviation include touch and go and other training <br /> exercises that account for high or inflated volume. In actuality, few of the general aviation <br /> operations account for project impact beyond the airport runway. Of greater interest is the flight <br /> activity associated with commercial flight operations. Daily commercial flights generate local <br /> vehicular traffic trips as needed to serve passenger demand. Despite the"low"frequency of flight <br /> operations, commercial flights have a significantly greater influence on the services and <br /> infrastructure adjacent to the airport runway when compared with general aviation operations. <br /> Legislative Actions and Approvals <br /> The primary action associated with the proposed project is legislatively adopting the Special Purpose <br /> Plan. By adopting the Special Purpose Plan,the Board of Supervisors will establish design <br /> guidelines and development standards for the immediate and long-range buildout of the project <br /> development areas. Each subsequent development project will be reviewed,from infrastructure and <br /> open space improvements,to landscaping and signage,to determine conformance to the intent of the <br /> Special Purpose Plan. <br /> A second legislative action involves a text amendment to the County's Development Code for the <br /> ' Stockton Metropolitan Airport. Specifically, an amendment is needed to Section 9-705.6 "Special <br /> Use Regulations in the Public Facilities Zone"to include the following: "(b)In addition to the uses <br /> permitted in Table 9-705.2 for the P-Fzone, additional uses may be permitted at the Stockton <br /> Metropolitan Airport, subject to approval of a Special Purpose Plan and if the Community <br /> Development Director finds that the use is an Aviation Related Use consistent with FAA Grant <br /> Assurances as amended from time to time. " <br /> In summary,the proposed legislative actions addressed in this Initial Study document are: (1) <br /> adoption of the Special Purpose Plan, and(2)text amendment to the Section 9-705.6 of the Stockton <br /> l. . Metropolitan Airport Development Code title. <br /> Subsequent Actions <br /> Subsequent to adoption of the Special Purpose Plan, individual projects will be submitted to the <br /> County for approval. Projects will be reviewed in conjunction with County liaison,the Stockton <br /> Metropolitan Airport Design Review Committee(comprised of representatives from the Airport;the <br /> Chief Administrative Office; the Community Development Department, including the Building <br /> Division; the Environmental Health Department; and the Public Works Department),the Planning <br /> Staff/Director, and Federal Aviation Administration. Projects conforming to the intent of the Special <br /> Purpose Plan will proceed directly to the building permit stage. Additional environmental review <br /> will not be necessary.
