These explanations are by category, addressing all responses to questions contained <br /> i within the listed environmental factor. Where necessary, mitigation measures are indicated to reduce <br /> the impacts from implementing the project. Three types of mitigation measures are provided: (1) <br /> mitigation measures specifically identified to reduce the impacts from implementing the Special <br /> FPurpose PIan, (2)mitigation measures reproduced from the Airport Master Plan EIR which remain <br /> applicable, and 3 mitigation measures that are recommended but not required ed to mitigate Impacts <br /> to less than significant. It should also be noted that references are made to standard development <br /> conditions and practices that will be implemented in conjunction with specific project development. <br /> F." <br /> These are typically required by the County or Responsible Agencies through permit processes or <br /> subsequent discretionary and ministerial actions. <br /> FI. Aesthetics: <br /> FWould the project: <br /> a) Have a substantial adverse effect on a scenic vista? <br /> No impact. The proposed Special Purpose Plan will not affect any scenic vistas or highways. <br /> There are no scenic vistas in the area. <br /> s <br /> b) Substantially damage scenic resources,including,but not limited to,trees, rock <br /> outcroppings,and historic buildings within a state scenic highway? <br /> Less than significant impact. Impacts to oak trees have been previously addressed in the <br /> F Airport Master Plan. Implementation of the SPP will occur primarily on lands that are in <br /> agricultural and row crop production. These uses are not designated as scenic resources. <br /> There are no other scenic resources in the project area. <br /> c) Substantially degrade the existing visual character or quality of the site and its <br /> surroundings? <br /> FLess than significant impact. The existing visual character of the site consists of <br /> agricultural/row crop fields bordered by developed conditions(SR-99,Arch Road,etc.). As <br /> concluded in the Airport Master Plan, implementation of the Specific Purpose Plan will <br /> F result in substantial visual changes to the project area vicinity, due to the change from <br /> agricultural/open space to developed business park uses. This change,however,was <br /> contemplated in the Master Plan and is considered less than significant. <br /> d) Create a new source of substantial light or glare which would adversely affect day or <br /> nighttime views in the area? <br /> FLess than significant impact. Current sources of light and glare in the project area are <br /> associated with the existing developed conditions (Stockton Metropolitan Airport, SR-99, <br /> Arch Road, etc.). Implementation of the Special Purpose Plan will introduce industrial and <br /> business park uses into the area that will increase nighttime glare.
