However, because of the low sensitivity of surrounding areas to light and glare, no <br /> significant impacts related to light and glare will occur. <br /> II. Agricultural Resources: <br /> Would the project: <br /> a) Convert Prime Farmland,unique Farmland,or Farmland of Statewide Importance <br /> (Farmland),as shown on the maps prepared pursuant to the Farmland Mapping and <br /> FMonitoring Program of the California Resources Agency,to non-agricultural use? <br /> No impact. The project will convert most of the lands in agricultural production to <br /> development including commercial and industrial facilities. This area is generally associated <br /> F! with the Airport East Development Area. Portions of the property that cannot be developed <br /> (i.e., areas within runway protection zone)will remain in agricultural production. The <br /> Airport Master Plan EIR previously addressed the loss of these lands on airport property and <br /> F determined the impacts to be significant and adverse. Accordingly,the Board of Supervisors <br /> adopted Overriding Considerations prior to approving the Master Plan. Implementation of <br /> the SPP will not change or otherwise affect this determination. <br /> Fb) Conflict with existing zoning for agricultural use,or a Williamson Act contract? <br /> ! No impact. The County General Plan and Zoning reflects the Airport Multi-Use(AP-X) <br /> which was specifically created to encourage flexible,creative development to serve the <br /> airport facility and area. No Williamson Act properties are involved in the project. In <br /> approving the Airport Master Plan,the County designated the project area for"Airport <br /> F Compatible Commercial/Industrial development." The project will not result in any <br /> conflicts. <br /> F c) Involve other changes in the existing environment which,due to their location or <br /> nature,could result in conversion of Farmland,to non-agricultural use? <br /> F <br /> No impact. The project area is included within the Stockton Metropolitan Airport/San <br /> Joaquin county jurisdiction. The County has planned for the ultimate conversion of the on- <br /> site agricultural uses to land uses that will serve the airport or benefit by the presence of the <br /> airport. As a result of these plans,the existing agricultural use has been considered interim <br /> (temporary use)and is not a long-term commitment. The project will not induce conversion <br /> of existing farmlands in the area to non-agricultural uses. No other similar circumstances <br /> are present in the region that would result in the conversion of farmlands due to the <br /> Fimplementation of the SPP. The Airport Master Plan EIR previously addressed the issues <br /> associated with converting the agricultural lands to urban uses. <br /> E ,' <br /> III. Air Quality: <br /> LSA Associates, Inc. conducted a technical air quality analysis(March 13,2000) for the <br /> Airport Special Purpose Plan and is included in Appendix endix A. Based on traffic data provided <br /> A p p <br /> F by Rajappan & Meyer,Consulting Engineers,Inc. (August 1, 1999 and updated March 1, <br /> 2000),the analysis updates the air quality conditions evaluated in the Master Plan EIR. The <br /> traffic analysis was prepared for a specific purpose, focusing on the land uses proposed in the <br /> F Airport East area(A).
