k LSA ASSOCIATES,INC. INITIAL STUDY/ENVIRONMENTAL DOCUMENTATION
JULY2000 STOCKTON METROPOLSrAN AIRPORT
SPECIAL.PURPOSE PLAN
f) For a project within the vicinity of a private airstrip, would the project result in
a safety hazard for people residing or working in the project area?
No impact. The proposed project involves a public airport and is subject to strict
regulations imposed by the Federal Aviation Administration and Caltrans' Division
of Aeronautics.
I g) Impair implementation of or physically interfere with
an adopted emergency
response plan or emergency evacuation plan?
FLess than significant impact. No change from what was addressed previously in the
Airport Master Plan EIR. With implementation of the SPP, an increase in fire
r
protection services will be needed. Because the Montezuma Fire District is funded
by a per-square-foot per building levy, emergency services will be adequately
provided.
f h) Expose people or structures to a significant risk of loss, injury or death
involving wildland fires, including where wildlands are adjacent to urbanized
areas or where residences are intermixed with wildlands?
No impact. The proposed project is not located in an area that is subject to wildland
fire hazards. The SPP will not expose people or structures to an increased risk of
wildland fires.
VIII. Hydrology and Water Quality:
F: Would the project:
a) Violate any water quality standards or waste discharge requirements?
No impact. The proposed project is not expected to violate any water quality
standards or waste discharge requirements. The potential for increased discharges of
pollutants that could exceed the Regional Water Quality Control Board water quality
objectives would be small because NPDES stormwater permit requirements exist for
any applicable industrial facility that would locate in the developed Airport East
property for the Air Metro Industrial Park.
Airport Master Plan Mitigation:
Mitigation Measure DW-3: Obtain and implement NPDES permits for general
F construction activity and implement erosion control plan specified in the County
grading permit.
b) Substantially deplete groundwater supplies or interfere substantially with
groundwater recharge such that there would be a net deficit in aquifer volume
or a lowering of the local groundwater table level(e.g.,the production rate of
pre-existing nearby wells would drop to a level which would not support
F existing land uses or planned uses for which permits have been granted)?
No impact. The proposed project is not expected to affect groundwater supplies or
FF adversely contribute to groundwater overdraft. Water supply will be provided as
outlined in the SPF Water Master Plan, which is consistent with the City of
Stockton's Water Master Plan.
7120100(P:1SJC0301Environmentallinitial study.wpd)
F 36
