Mineral Resources: <br /> Would the project: <br /> a) Result in the loss of availability of a known mineral resource that would be of <br /> value to the region and the residents of the state? <br /> F No impact. The proposed project site is not known to contain important mineral <br /> resources. The project will not result in the loss of availability of a known mineral <br /> Fresource. <br /> b) Result in the loss of availability of a locally important mineral resource <br /> recovery site delineated on a local general plan,specific plan or other land use <br /> F; plan. <br /> No impact. The project site is not designated as an important mineral resource <br /> F recovery site. <br /> XI. Noise: <br /> F. <br /> Would the project result in: <br /> a) Exposure of persons to or generation of noise levels in excess of standards <br /> established in the local general plan or noise ordinance,or applicable standards <br /> of other agencies? <br /> FPotentially significant unless mitigated. Since the Airport Master Plan and EIR were <br /> adopted in 1998,the County's Noise Ordinance(Section 9-1025.9)was revised. <br /> These revisions include policy requiring that proposed noise sensitive land uses <br /> F. impacted by existing or planned transportation noise sources must mitigate noise <br /> levels from these transportation sources so that the resulting noise levels on the noise <br /> sensitive land uses do not exceed specified standards(45dB Ldn for interior spaces, <br /> F' <br /> and generally 65 dB Ldn for outdoor activity areas,depending on the sensitivity of <br /> ' the land use). <br /> Although the land use profile for the Special Purpose Plan has been modified from <br /> F the previously adopted Airport Master Plan,the traffic generation/forecasts are not <br /> substantially different and will have little effect on future noise conditions. Along <br /> some roadways,minor increases or decreases in traffic volumes are expected with <br /> the Special Purpose PIan when compared with the MasterPlan, but the change in <br /> noise levels will be negligible. There will be insufficient changes to the traffic <br /> volumes to cause perceptible increases in noise. Despite the previous findings that <br /> implementation of the Master Plan will have significant cumulative impacts on noise <br /> F conditions, implementation of the Special Purpose Plan will not aggravate <br /> cumulative noise conditions. Exceedance of the County's noise standards(e.g., in <br /> F' <br /> excess of 65 dB-Ldn)was noted in the Airport Master Plan EIR due to cumulative <br /> traffic-related noise conditions. These conditions are forecasted along Airport Way <br /> (north and south of the airport)and along SR-99 north of Arch Road. The Special <br /> Purpose Plan will not change or otherwise aggravate these findings. <br /> The Master Plan EIR indicates that cumulative aircraft noise impacts are not <br /> F' anticipated to occur.
