It would be expected that there would be a concurrent reduction in aircraft- <br /> related noise conditions. Accordingly, implementation of the Special Purpose Plan <br /> will not have an adverse effect on aircraft-related noise conditions. <br /> In light of the County's Noise Ordinance requirements, and despite the fact that the <br /> Special Purpose Plan does not result in substantive changes to the previous Master <br /> Plan EIR findings, future sensitive Iand uses within the Airport area may be <br /> impacted by mobile and/or stationary noise sources. The Noise Ordinance specifies <br /> land uses considered sensitive, including administrative office, lodging services <br /> , professionaI services and public services. Except for lodging services, the Ordinance <br /> specifies that the interior spaces must have a maximum allowable noise exposure of <br /> 45 dB Ldn. Modern building materials and techniques would provide sufficient <br /> F exterior to interior noise attenuation to meet that standard. For lodging services or <br /> other sensitive uses, a site must meet the maximum exterior allowable noise <br /> exposure of 65 dB Ldn,with or without attenuation. Compliance with the County's <br /> Noise Ordinance will be sufficient to adequately attenuate noise for sensitive land <br /> uses. <br /> b) Exposure of persons to or generation of excessive groundborne vibration or <br /> groundborne noise levels? <br /> No impact. The proposed project will not expose persons to or generate excess <br /> groundborne vibration or groundborne noise levels. Except for aircraft operations <br /> that were addressed in the Master Plan EIR,the project does not have any features <br /> that generate excessive groundborne vibrations or noise levels. The <br /> i commercial/retail,office/research and development and warehouse/distribution uses <br /> proposed in the Special Purpose Plan are not expected to generate excessive <br /> groundborne vibrations or noise levels. <br /> C) A substantial permanent increase in ambient noise levels in the project vicinity <br /> above levels existing without the project? <br /> FLess than significant impact. As mentioned in (a)above,traffic-related noise <br /> conditions are not expected to significantly change the cumulative noise conditions. <br /> Aircraft-related noise is expected to be less than forecast in the Master Plan. <br /> d) A substantial temporary or periodic increase in ambient noise levels in the <br /> project vicinity above levels existing without the project? <br /> Less than significant impact. While i <br /> g p t is expected that there will be temporary <br /> increases in noise due to construction equipment as expressed in the Master Plan <br /> EIR,there are no sensitive receptors in the vicinity that will be affected. <br /> e) For a project located within an airport land use plan or,where such a plan has <br /> F' not been adopted,within two miles of a public airport or public use airport, <br /> would the project expose people residing or working in the project area to <br /> excessive noise levels? <br /> F! Less than significant impact.
