i <br /> C) <br /> Ft <br /> The complete text of the proposed general plan amendment is contained in Appendix B. <br /> Typical uses allowed in the proposed AP/X-designated area would 'include aviation facilities and <br /> # J airport-compatible commercial, industrial, and recreational land uses. The AP/X designation <br /> recognizes that a significant amount of land is available within the airport property that is not needed <br /> for aviation purposes and provides flexibility in the siting of commercial, industrial, and recreational <br /> uses at the airport. While the current land use designations specify the locations for the development <br /> of certain types of industrial or commercial uses, the proposed AP/X designation does not dictate <br /> the spatial arrangement of commercial or industrial uses. However, the proposed designation <br /> i contains certain restrictions on allowed uses to minimize conflicts with adjacent uses. Prohibited <br /> uses include those dealing with hazardous materials;residential and accessory uses;big box retailers, <br /> i such as warehouse or discount stores and other large retail stores;power centers;factory outlet malls; <br /> and those specific uses detailed in Appendix B. <br /> The 445-acre Airport East property is the major area planned for aviation-compatible <br /> commercial, industrial, and recreational uses in the Master Plan. The Airport East property is the <br /> airport property bounded by Runway 11 L-23R on the southwest, Arch-Airport Road on the north, <br /> and SR 99 on the east(Figure 3-3). The AP/X designation requires consideration of certain factors <br /> in developing the Airport East property. These factors include aviation, employee, and customer <br /> safety; the marketability of the airport for aviation uses; use of a portion of the property for a <br /> F campus-like business park;use of a portion of the property near SR 99 for.freeway-serving uses;and <br /> the need for land for a new interchange at SR 99 and Arch-Airport Road. The proposed General <br /> Plan amendment also requires that a Special Purpose Plan be adopted by the County for the Airport <br /> F East property before it is developed that addresses land use and circulation; onsite and offsite <br /> infrastructure; financing; and responsibilities for property development,operation,and maintenance. <br /> The proposed General Plan amendment would not affect the internal consistency of the <br /> General Plan because it is compatible with the other portions of the land use map and the text of the <br /> General Plan. <br /> � Proposed County Development Title Amendment <br /> The proposed project also includes an amendment, which would establish the proposed <br /> Airport Multi-Use (APIX) zone,to San Joaquin County's Development Title (Title 9, as amended <br /> t ` in July 1992), which is intended to serve as the basis for all County land use. This amendment is <br /> . , required because,under Section 9-105.5 of the Development Title,if the Development Title becomes <br /> inconsistent with the General Plan as a result of the adoption of a General Plan amendment, the <br /> Development Title must be amended so that it is consistent with the General Plan, as amended. <br /> The proposed amendment specifies provisions relating to the proposed AP/X zone and states <br /> f that this zone is applicable only to the Stockton Metropolitan Airport. The provisions state that <br /> agricultural processing and food manufacturing uses are permitted, subject to site approval and' <br /> yStockton Metropolitan Airport Project Chapter 3.
