However, the County does not intend to draw more groundwater <br /> from existing wells on the project site to provide for the proposed project. <br /> In the memorandum dated March 6, 1996,from Morris Allen, Director of Municipal Utilities <br /> for the City of Stockton and provided in Appendix A of theDEIR, the City indicated that the water <br /> �— demand for the project can be met by constructing a new well in the project area that is capable of <br /> . , producing approximately 2,000 gallons per minute. To mitigate for potential impacts, such as <br /> salinity intrusion and movement of the contaminated groundwater plume from Austin Road Landfill, <br /> that could occur from this additional ground water pumping and to accommodate the additional <br /> demand from the project, Mr. Allen further states that the South Stockton Aqueduct from the <br /> Stockton East Water District treatment plant would need to be constructed. Use of surface water <br /> !! ' provided by the aqueduct would reduce or eliminate the need for pumping and would avoid impacts <br /> related to salinity intrusion and movement of the contaminated groundwater plume. <br /> In addition, Mr. Allen states that an update of the South Stockton Water System Master Plan <br /> is being initiated to reflect the projected needs of the proposed project. Adoption and <br /> E, implementation of this updated plan will ensure that water can be provided and that potential <br /> adverse impacts related to salinity intrusion and movement of the contaminated groundwater plume <br /> will be avoided. In summary, the City has identified the measures required to meet the demands of <br /> the proposed project and to mitigate for potential adverse affects that could potentially result from <br /> meeting the demand. This impact is therefore considered less than significant. It is beyond the <br /> scope of this program level EIR to provide the environmental review and clearance for projects the <br /> City must undertake to safely meet the demands of the project and the obligations of the SWSOM <br /> agreement. The environmental effects of these projects will be evaluated in subsequent <br /> environmental review. <br /> Mitigation Measure <br /> None required. <br /> Consistency with General Plan and Other Planning Policies <br /> The proposed storm drainage improvements comply with San Joaquin County regulations <br /> that restrict the peak rate of stormwater runoff from a development to a level that is less than or equal <br /> to the preproject flow. Implementation of mitigation measures that require construction contractors <br /> to install and operate erosion control and pollutant discharge BMPs complies with General Plan <br /> policies for the protection of water quality for existing beneficial uses. Implementation of mitigation <br /> } measures related to drainage and flooding will ensure that flooding and drainage hazards will not <br /> occur and that facilities essential for emergencies and large public assembly facilities are free from <br /> flood inundation. <br /> iStockton Metropolitan Airport Project Chapter 5.
